Full Job Description
Reporting to the P3M Portfolio Office, the HEO will use their P3M project support skills to assist in their responsibilities of:
Supporting the Portfolio Office Manager by clearly defining and driving Governance and Assurance reporting of the projects in the Directorate. Ensuring objectives are achieved within the agreed time, cost, and quality constraints.
Work alongside Location Programme Leads in identifying, tracking, and reporting on Risks, Issues and Dependencies, establishing and putting in place mitigating actions and escalating information where required.
Ensuring projects & programmes have appropriate levels of assurance to allow effective project delivery and decision making. Tracking assurance activities, recording them and sharing/escalating them as required. Supporting the development of local assurance strategies.
Monitoring project/programme expenditure, supporting approval processes, tracking spending, and collating regular reports as part of programme updates. Support the co-ordination of Business Cases, Review Notes and other formal documentation as and when required.
Identifying stakeholders and driving outputs in the relationships when engaging them to work with DirOB.
Supporting Location Programme Leads as and when required on Programmes and Projects that necessitate additional resource. Including supporting Enabling Organisations to deliver projects and coordinating Defence Line of Development.
Implement and maintain appropriate Project, Programme and Portfolio Management ways of working for effective planning, scheduling & delivery of projects & programmes, to ensure visibility of progress is reported clearly and coherently.
Enabling Organisation's help to deliver defence projects, this role will bring together the outputs from the Enabling Organisation's to enhance communication and coordination of project activities.
Cohering and coordinating the Defence Lines of Development for projects and programmes. The DLoDs include Training, Equipment, Personnel, Infrastructure, Concepts and Doctrine, Organisation, Information, Logistics and Interoperability. Safety and Environmental and Security will also be considered.
Working closely with Enabling Organisations to manage the development and delivery of projects, including understanding the project finances and plans and developing Business Cases and associated evidence.
DirOB is located in Northwood and this job role is suitable for some hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace, which is based on business assessment of where the work is best done, and working from home as a personal choice. Those who identify another PDS as their prime location will be required to travel to Northwood or MOD Main Building on at least a monthly basis. There may be opportunities to travel to the Overseas Bases within this role.

Close liaison and coordination with colleagues in Head Office, throughout the Front Line Commands and across Other Government Departments will be required; therefore strong interpersonal and engagement skills are needed for this post.
