Full Job Description

At Oakhill Secure Training Centre we look after young people aged 12 to 18 years old who have been remanded or sentenced to periods of detention. The vulnerable young people in our care can be challenging with a wide range of social and emotional complex needs. This is an environment that calls for high standards of social care and service delivery to provide a secure and stable environment for young people to develop their life skills and address the behaviours that have led them into custody.

Oakhill Secure Training Centre works closely with the Youth Custody Services to ensure that its regimes and designs reflect best practice in residential care to prevent offending.

We are looking for an experienced Programmes Manager to join our team at Oakhill Secure Training Centre to develop, deliver and evaluate offending behaviour programmes and interventions based upon individual needs of the children in our care whlist whilst promoting the safeguarding of young people's welfare.

Some of the key responsibilities are;

  • To oversee the accredited and non-accredited interventions on offer at Oakhill Secure Training Centre.

  • Review, develop and evaluate existing citizenship and keywork packs to ensure that positive outcomes for children are maximised within the Centre.

  • Research, develop, evaluate and co-ordinate group work programmes aimed at targeting specific criminogenic needs.

  • Research existing and new programmes and interventions, with the aim to bring interventions to Oakhill to suit the needs of the children.

  • Work with challenging children and young people, in order to assess suitability and motivation to participate in specific programmes to meet their individual needs.

  • Monitor and evaluate accredited and non-accredited interventions providing specialist reports, to ensure relevant framework standards are met and to measure outcomes to enable continuous improvement.

  • Collate, maintain, update and audit relevant programmes literature and information on a regular basis, so that accurate and current information is available.

  • Support the Family Interventions Officer with programmes, events and provide annual leave cover.

  • Assist in the promotion of creating a positive Health & Safety culture across the site leading by example, this includes reporting accidents and near misses in a timely manner & follow the applicable safe systems of work for the role.

    You must have experience of working with young people and programmes, project / work planning, monitoring and reviewing together with the ability to use Google Docs, Sheets and Email.


  • A professional qualification in a relevant subject such as Psychology Degree, Sociology Degree, Criminology Degree or Foundation Degree in Youth Justice would be desirable but not essential.

    Ideally you will already be a certified Custody Officer or be willing to undertake training.
