Support the PMO and assist the Project Controls Teams to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout this major programme and across the organization., Responsible for leading, managing and providing an integrated project controls service to an allocated EU Programme and provide the tools and systems necessary to effectively and proactively manage, control, and report on cost, schedule and risk management for concurrent projects throughout these major programmes and across the organisation.

  • Responsible for the delivery of integrated project controls on an allocated Programme. Plan, schedule, coordinate and oversee the work of all project controls activities at programme level, covering planning, cost control and estimating, and risk management;
  • Ensure that project elements such as scope, schedule, cost, earned value, change, risk, quality assurance and health & safety can be consolidated and integrated to deliver the project, programme & executive reports each month, meeting agreed deadlines;
  • To oversee the development, implementation and management of the Integrated Programme, in partnership with the other Programme Controls Managers and Programme Planners;
  • Provide expertise in the area of P3M (Portfolio, Programme, Project) Management, with respect to project controls for both the allocated Programme and wider Amentum enterprise;
  • Provide expertise and guidance in one, or all, of planning & scheduling techniques, cost control and forecasting, contract management, risk and contingency management;
  • Manage resource planning, demand and forecasting for the allocated Programme;
  • Act as 'gatekeeper' for reporting period data, carrying out all relevant assurance on periodic performance reporting for the allocated Programme. This includes robust and routine challenge of all performance metrics and challenge, if needed, project management teams to ensure processes, procedures and guidance are being followed in all areas of project controls;
  • Support the Senior Project Controls Manager in ensuring consistent application of Project Controls framework across the Programmes;
  • Implement strategies for Project Controls and ensure Project Teams understand and follow them;
  • Define, promote, develop and enforce Project Controls, enabling Project Teams to comply with relevant processes, tools and templates to perform their tasks and maintain uniform planning, cost control and reporting mechanisms;
  • Implement appropriate communication in support of Project Controls strategies;
  • Lead, line manage and motivate a team of Project Controls Managers and Project Planners, and ensure they have the required core competencies, understand and comply with all relevant policies, processes and procedures;
  • Support the Senior Project Controls Manager in decisions regarding programme strategy, project methodology, integrated Project Controls, and performance measurement and analysis & monthly programme reviews;
  • Assists in the evaluation of subcontractor bids;
  • Possesses the ability to participate in project execution reviews and audits;
  • Participate in projects / working parties and any other duties that may be reasonably required;
  • Ensure that project cost plans are robust and integrated, represent value for money, and are supported by consistent internal and external benchmarking data;
  • Provide project controls assurance activities with respect to change management and detail volume development;
  • Champion the Project controls and cost and EVM system (i.e. Prism);
  • Co-ordinate, review, challenge, manage and report on project and programme trend and change activities across the Programmes, including review and assurance of change documentation for the allocated programme;
  • Provide expert input, expert advice, and represent project controls issues at programme level.
