Full Job Description

Objective: To reduce incidents, and performance impacts associated with trespass, fatalities and crime (cable theft) on the East Midlands Route.

This role will manage projects related to Route Crime & Security, which will involve:

1. Assessment and Analysis:
+ Conduct a comprehensive review of historic trespass, fatalities, and crime incidents.
+ Identify high-risk areas and patterns of behaviour leading to trespass, fatalities, and crime.
+ Analyse the impact of these incidents on performance and public safety.

2. Prevention Strategies:
+ Develop and implement targeted prevention campaigns.
+ Collaborate with TOC’s, local communities, schools, and other stakeholders to raise awareness.
+ To review the adequacy of current covert / overt tactics, i.e. physical barriers, and signage in high-risk areas.

3. Response and Mitigation:
+ Improve reporting and response procedures to minimise disruption during incidents.
+ Review adequacy of training for staff on best practices for handling trespass, and fatality incidents.
+ Implement technology solutions such as CCTV AI , and other early warning systems.
+ To review the adequacy of duty of care arrangements post traumatic incidents involving trespass and fatalities.

4. Partnership and Collaboration:
+ Work with BTP, local authorities, and mental health services to address underlying causes of trespass.
+ Foster partnerships with other routes / regions and industry bodies to share best practices and resources.
+ Collaborate with the comms and safety teams to promote rail safety and encourage responsible behaviour.

5. Monitoring and Evaluation:
+ Establish metrics to measure the effectiveness of prevention and response strategies.
+ Regularly review and update strategies based on incident data and feedback.
+ Report progress to relevant stakeholders and adjust approaches as necessary.

Deliverables:

  • A detailed action plan outlining specific initiatives and timelines.

  • Regular progress reports and incident analysis.

  • Recommendations for policy changes and infrastructure improvements.


  • Timeline:
  • Initial assessment and strategy development: 3 months.

  • Implementation of prevention and response measures: 6-12 months.

  • Ongoing monitoring and evaluation: Continuous.


  • Governance:
  • The task force will report to the new Route Transformation Director and work closely with other Route teams.

  • Regular meetings will be held to review progress and address challenges., 1. Deliver the project(s) safely to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Railway Group, Network Rail company standards and other specific legislation including construction design management (CDM) Regulations.


  • 2. Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.

    3. Participate in the development of supply strategies and framework contracts.

    4. Provide detailed input for compilation of the business plan and production of programme / project plans.

    5. Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for portfolios / programmes / projects.

    6. Provide a safe working environment in the execution of work directly under the post holder's responsibility, including development of project safety plans and other associated documentation.

    7. Discharge Network Rail's CDM related duties as required by company process.

    8. Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.

    9. Comply with the Investment Competence Framework.

    10. Establish and manage collaborative cross-functional virtual teams to deliver change projects, where appropriate.

    · Degree or equivalent

    · Relevant successful experience in project management

    · Excellent interpersonal and communication skills

    · Detailed knowledge of safety regulations (particularly CDM)

    · Team leader capable of motivating the team

    · Commercial and financial understanding and knowledge

    · Membership of the Association for Project Management or other professional body

    Desirable

    · Six Sigma Yellow Belt

    · Knowledge of investment processes and procedures

    · Knowledge and understanding of project and contract management
