Full Job Description

This role will be responsible for managing projects related to weather resilience. This will include -
1. Assessment and Analysis:
+ Conduct a thorough review of past extreme weather events and their impacts on the East Midlands Route.
+ Identify vulnerable areas and infrastructure susceptible to extreme weather.
+ Analyse the frequency, severity, and types of extreme weather events affecting the East Midlands Route

2. Strategic Planning:
+ Aligning with work already done by the National Weather Task Force, and Region, develop long-term strategy to enhance the resilience of the East Midlands Route against extreme weather.
+ Integrate climate change projections into planning and infrastructure investment.
+ Review the adequacy of current meteorological data and reports to understand if there is an opportunity to improve weather forecasting and early warning systems.

3. Tactical Response:
+ To review the adequacy of current tactical response plans (including equipment, training, and resources) for different types of extreme weather events (e.g., flooding, heatwaves, storms).
+ To review the adequacy of training of staff and emergency responders on best practices for managing extreme weather incidents.

4. Infrastructure and Maintenance:
+ To identify critical infrastructure to withstand extreme weather conditions.
+ To review the adequacy of maintenance activities to ensure infrastructure remains resilient.
+ Explore innovative materials and construction techniques to enhance durability.

5. Partnership and Collaboration:
+ To review the currently level of collaboration with Local Resilience Forums, and other stakeholders to develop coordinate response plans.
+ Foster partnerships with other Routes / Regions and industry bodies to share best practices and resources.
+ Engage with the public to raise awareness about extreme weather preparedness and safety measures.

6. Monitoring and Evaluation:
+ Establish metrics to measure the effectiveness of strategic and tactical responses.
+ Regularly review and update strategies based on incident data and feedback.
+ Report progress to relevant stakeholders and adjust approaches as necessary.

Deliverables:

  • A comprehensive action plan outlining specific initiatives and timelines.

  • Regular progress reports and incident analysis.

  • Recommendations for policy changes and infrastructure improvements.


  • Timeline:
  • Initial assessment and strategy development: 3 months.

  • Implementation of strategic and tactical measures: 6-12 months.

  • Ongoing monitoring and evaluation: Continuous.


  • Governance:
  • The task force will report to the new Route Transformation Director, and work closely with other NR teams, and Operators.

  • Regular meetings will be held to review progress and address challenges.


  • Resources:
  • Allocation of necessary funding and resources to support task force activities.

  • Access to data, technology, and expertise from partner organizations.


  • About the role (External)

    1. Deliver the project(s) safely to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Railway Group, Network Rail company standards and other specific legislation including construction design management (CDM) Regulations.

    2. Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.

    3. Participate in the development of supply strategies and framework contracts.

    4. Provide detailed input for compilation of the business plan and production of programme / project plans.

    5. Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for portfolios / programmes / projects.

    6. Provide a safe working environment in the execution of work directly under the post holder's responsibility, including development of project safety plans and other associated documentation.

    7. Discharge Network Rail's CDM related duties as required by company process.

    8. Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.

    9. Comply with the Investment Competence Framework.

    10. Establish and manage collaborative cross-functional virtual teams to deliver change projects, where appropriate.

    · Degree or equivalent

    · Relevant successful experience in project management

    · Excellent interpersonal and communication skills

    · Detailed knowledge of safety regulations (particularly CDM)

    · Team leader capable of motivating the team

    · Commercial and financial understanding and knowledge

    · Membership of the Association for Project Management or other professional body

    Desirable

    · Six Sigma Yellow Belt

    · Knowledge of investment processes and procedures

    · Knowledge and understanding of project and contract management
