Full Job Description

This is an AVP role, where the candidate will support our Regulatory transformation portfolio as PM/BA on one or more projects for Markets Operations. The individual will combine project management expertise and analytical skills to support cross product and region transformation.

The role provides an exciting range of opportunities to impact and influence the overall target state design and implementation of our strategic transformation priorities including:

  • Implementing best practices and global consistency, simplifying & standardizing processes, and flows.

  • Significant interaction with a wide range of stakeholder groups and senior management to help drive the agenda.

  • Acquiring expertise across a range of products and asset classes to support the delivery of transformation.

  • Empowerment to make decisions, influence and drive a strategy., Project Management & Business Analysis:

  • Design and implement fully auditable program governance and reporting to measure project performance against targets and deadlines.

  • Work with stakeholders to ensure scope and requirements are documented, backed by a business case/cost benefit analysis is in line with business objectives and that there are trackable, tangible benefits with associated KPIs.

  • Source, analyze and present data to support and decision making.

  • Develop, assess, and recommend options to solve for day-to-day business problems.

  • Implement and maintain RAID logs and manage resolution and escalations in a timely manner.

  • Monitor, report and manage budgets and expenditure.

  • Partner with business stakeholders to secure SME resources.

  • Partner with Legal and Compliance to interpret and/or document rules and legislation, determine and agree scope of solutioning or remediation.

  • Manage relationships with internal and external stakeholders.

  • Work with Internal Audit, Quality Assurance and other teams to support the successful validation of outcomes against Regulatory requirements.

  • Promote the use of industry and bank best practice principles in scoping, planning, process, and engineering capabilities to deliver key regulatory outcomes.


  • Transformation:
  • Simplify, improve and measure processes by delivering enhancements to the control environment, and the customer journey with input to design techniques and digital automation.

  • Facilitate and deliver change to reduce the risk profile throughout the Organization and its products.

  • Drive process re-engineering, standardization, and technology prioritization along with global Product leaders.

  • Develop and suggest operating model changes to pivot the Operations organization towards digitization and enhanced client experience.


  • Regulatory Governance:
  • Regulatory change governance through tracking and validating closure of change activities across the Organization.

  • Identify opportunities to streamline and re-align processes to ensure an optimal organizational structure for best-in-class risk management of regulatory functions.


  • People:
  • Promote a culture of continuous improvement and cultivating a robust service and control environment.

    Experience in delivering transformation programs in a fast paced, large global financial services firm, ideally in an operations, risk or technology organization.

  • Project Management skills; specialized project management and/or re-engineering certifications (six sigma, Agile, Lean, Prince 2 or PMP).

  • Strong organization and multi-tasking skills. Flexibility to handle multiple tasks and changing priorities along with a desire to work in a dynamic environment is key.

  • Excellent analytical, data management and problem-solving skills and ability to clearly document findings and proposals for solutions using tools such as excel and PowerPoint.

  • Excellent verbal, written, and presentation skills. A demonstrated ability to effectively communicate technical and business issues and solutions to multiple levels.

  • Strong interpersonal skills to develop relationships both internally and externally to collaborate effectively. Ability to influence individuals who do not directly work for you.

  • Strong awareness of both external and internal best practice perspectives, with the ability to discover and internalize diverse stakeholder goals brokering solutions that are in the best interest of Citi as a whole.

  • Strong risk management and control mindset.

  • Can exercise independence of judgement and autonomy and can operate with a limited level of direct supervision, is results oriented.

  • Experience facilitating boards and other key meetings.

This is a large and complex undertaking.

    The team:

    We are recruiting a candidate to join a cross functional global team within the Markets Operations COO organization. The Program Execution and Portfolio Management team has been formed to support stakeholders both within Operations and across the bank, to design and deliver this multi-year transformation roadmap. Our transformation is underpinned by strategy, investment, change execution and a market-leading change delivery team focusing on program and project management, business analysis, process re-engineering, low code application development and PMO.
