Full Job Description
The post holder will be part of the multi-disciplinary team providing support to the Vulnerable Communities Public Health team. The primary function of the role will be to lead on the management and delivery of the universal substance misuse funding. The postholder will also be required to support wider substance misuse commissioning and project activities. Specific duties and responsibilities include: To lead specific programmes and projects relating to the field of substance misuse. To provide and professional support to the Vulnerable Communities PH Principal and Substance Misuse PH Specialist. Undertake and be accountable to successfully manage processes to assess benefits, risk, milestones, budget, stakeholder management and communications in order to plan for the delivery of PH universal funding and wider substance misuse associated commissioning. Work with commissioned services to identify opportunities for service improvement and efficiencies. Work closely with the Public Health
Consultant and Principal to write business cases which are fully researched, ensuring all costs, risks, options, milestones are fully considered in the analysis of the work to support the overarching benefits for the council and its strategic partners. The post holder will be responsible for the completion of their individual business cases to the expected detail, and quality by undertaking independent research and investigation. Manage resources that are required to deliver the project(s) to time, cost and quality. This will involve matrix managing across departments and organisations needed to deliver the outcomes, including colleagues from the service and also those associated with specific parts of the work, such as Finance, ICT, HR, Procurement. They will also be expected to manage the engagement and support from any external groups, such as providers, Health, Police, other Councils. Lead communications to ensure the projects progress is fully communicated to the right people in the
appropriate detail. Be responsible for the ongoing management of the programme to ensure it is on track to meet the time, cost and quality expectations. Implement opportunities for collaboration between other projects in order to maximise benefits by exploring the wider application of their programmes capabilities. Achieving this requires working across the domains of Public Health and other service areas. The key functions of the role are to: Use of professional expertise to ensure problem solving of business management issues, proactively anticipate problems and deliver solutions which enhance the quality and efficiency of services and the reputation of the council Provision of specialist advice and support to the councils public health senior management team across management, policy, strategy and stakeholder engagement relevant to the prevention agenda, ensuring that actions are undertaken as required The success of the public health team relies on its ability to
effectively communicate key health messages to a wide and diverse audience to engage community and professional support and change behaviours. This role is responsible for the creation, design and production of tailored communications across media to both internal and external audiences. Employ confidence and expertise at negotiation and advocacy, displaying tact and diplomacy to deal with complex situations.The post holder meets regularly with appropriate members of the senior management team and provides monthly updates to the senior management team on issues relating to recruitment, spending and risk management, ensuring that actions are undertaken as required. To initiate, support and maintain networks to gather information and intelligence where appropriate to inform key reports Ability to rapidly process information and respond to complex requests for information which may be sensitive or contentious
