Full Job Description

Derbyshire County Council is seeking a Property Business Improvement Lead to drive business efficiency, innovation and organisation of our property management operations and activities aligned to our Asset Management, Facilities Management and Property Maintenance Strategies, and supporting the Assistant Director Property Management. As a senior leader you will ensure the development and delivery of effective, efficient, and responsive property management to meet the needs of the council, its users, and the people of Derbyshire.

As Property Business Improvement Lead, you'll be at the forefront of our mission to ensure Property Management is innovative, efficient, and cost effective by identifying opportunities for improvement, implementing strategic initiatives, and ensuring overall success of Property Management., · Manage the implementation of property change initiatives to drive cultural and operational transformation within the property operations function. Build a culture of continuous improvement and innovation within property operations.
· Identify and analyse existing property operation processes to find inefficiencies, challenges, and areas for improvement. Review and design improvements to the property operations delivery model including financial reporting structure, shared resource, and systems and records.
· Implement, deliver, and report on a strategy for business improvement within property operations aligning to organisation goals and values.
· Part of the property Senior Management Team, advising and reporting into the Departmental Management Team, responsible and accountable for the delivery of the Council's wider strategic objectives, those relating to property and specifically those relating to improvements in the Property team.
· Develop and implement process improvement initiatives to enhance efficiency and reduce operational costs. Establish and maintain key performance indicators (KPIs) and metrics to evaluate the success of the property operations. Utilising KPIs to drive continuous improvement, strategic decisions, and process enhancements
· Ensure that accommodation is fit for purpose and supportive of service delivery and contributes to the Council's carbon and energy reduction targets.
· Ensure processes deliver strong customer experience and value-added service delivery.
· Assist in the annual budget formation exercise for the Department and ensure budgets are well managed through clear delegation of responsibility and ensuring there are appropriate financial management processes in place.

· Significant experience of applying business performance and process analysis methodology and techniques to deliver improved property services.
· Confident leader with previous management experience at a senior level in a large, complex organisation with proven ability of managing teams and driving organisational change and improvement programs
· Proven experience in budget management, resource allocation, and stakeholder engagement, with a focus on delivering efficient and effective services.
· Ability to objectively assess need and make strategic decisions in relation to service priorities, being a confident and clear communicator, including executive report writing, facilitation and presentation skills.
· Excellent financial management skills and a commitment to continuous personal and professional development.
Qualifications:
