Full Job Description

The purpose of the Property Development Manager role is to oversee and manage delivery of new education settings from inception to opening. Encompassing site identification, acquisition, design, procurement, delivery and handover. Ensuring that projects are completed to time budget and meet the required standards of quality and compliance.

Ensuring the correct stakeholder engagement at each stage of the project, working through challenges identifying solutions and managing expectations.,

  • Site Identification & Feasibility: Lead the identification of potential sites and conduct comprehensive feasibility assessments to determine viability.

  • Business Case Support: Collaborate with the Property and M&A Director to prepare detailed and robust business cases, ensuring alignment with OFG's strategic growth plan.

  • Site Acquisition: Manage the acquisition process for both freehold and leasehold properties, ensuring compliance with legal and regulatory standards.

  • Project Management & Delivery: Oversee all aspects of project execution, with a focus on time, cost and quality to ensure best value for the organisation.

  • Professional Team & Contractor Procurement: Select and appoint an appropriate professional team and manage the procurement and appointment of contractors to ensure successful delivery.

  • Reporting: Provide timely and accurate updates on project status, programme and budget. Updating Project Tackes, to ensure all stakeholders are informed of project status and aware of their actions.

  • Handover & Operational Transition: Lead the smooth handover of completed projects to Regional Property Managers and Operations Teams, ensuring the transfer of all statutory certifications, operating manuals, and completion of site inductions.

  • Post-Completion: Ensure the prompt resolution of any issues arising within retention periods, coordinating with contractors and internal teams for timely rectification.

    Project Management: Expertise in managing all phases of development projects, from site identification to handover, ensuring projects are completed on time, within budget, and meet quality standards.

  • Change Management: Ability to manage and lead change effectively, particularly in the transition from construction project to operational business.

  • Budget Control: Strong skills in financial management, including budgeting, cost estimation, and ensuring cost-efficiency throughout project execution.

  • Property Acquisition: Knowledge and experience in property acquisition, including negotiating and completing freehold and leasehold transactions.

  • Contract Administration: Proficiency in managing contracts with contractors, vendors, and professional service providers to ensure project goals are met and legal compliance is maintained.

  • Building Regulations & Planning Process: A working understanding of the Building Regulations, the Planning system and statutory requirements affecting property development.

  • Health & Safety Compliance: Knowledge of Health and Safety Regulations related to construction and property management, ensuring that all projects are delivered safely.

  • IT Literacy: Proficient in Microsoft Office Suite; Teams, Excel, Word, PowerPoint and SharePoint.

  • Reporting & Analytics: Ability to provide concise, accurate and timely progress reports, including analysis of budgets, timelines, and project milestones., Professional Qualifications: Relevant qualification including RIBA, RICS CIOB or IWFM is preferred but not essential.

  • Experience in the Education Sector: Previous experience managing property development projects within a regulated sector would be an advantage. A working knowledge of the education sector or a related regulated field is preferred but not essential.

  • Experience working in a large, multi-site organisation is essential.
