Full Job Description

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports. Corporate and Delivery Directorate works closely with the Home Office's policy and operational commands to enable us together to deliver the department's priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology. The Grade 6 Property Strategy & Planning Contracts Manager role is available in the Home Office Property Services (HOPS) team, reporting to the Deputy Director for Property Strategy and Planning. The post will be responsible for overseeing the day to day delivery of services through a range of property services contracts, working closely with Home Office commercial teams and HOPS colleagues. This is an exciting opportunity to join the HOPS team who are responsible for providing estates professional services for the Home Office estate. HOPS works with multiple stakeholders across the Home Office, wider Government and external suppliers to deliver our strategic ambitions of a smaller, better, greener estate. HOPS are responsible for providing expert property services to the department. The estate comprises of office, Border Force, warehouse, residential, detention and public access properties. Our property teams work with a variety of stakeholders within the department, across Government and with a range of external suppliers to deliver a range of construction projects, change and improvement projects, estate management and facilities management to support the Department in delivering our strategic ambitions of a smaller, better, greener estate in line with the Government Property Strategy, and operational and political priorities. The Grade 6 Property Planning and Strategy Contracts Manager role is responsible for strategically managing and overseeing a portfolio of property contracts providing a variety of services to the Home Office. Working closely with commercial and HOPS colleagues, the post holder will ensure contract requirements are drafted to meet business needs, ensure service continuity, carry out supplier performance management activities and support the day-to-day contract administration and service delivery activities required to support the running of the Home Office estate., This role will require some travel to Home Office sites and may include some overnight stays. Frequency will vary depending on business requirements but would likely be monthly.,

  • Leadership of the Property Strategy & Planning Contracts Management team, motivating, developing, and managing them effectively to ensure property contracts are available as required and deliver desired outcomes.
  • Property technical lead on the procurement and delivery of Home Office property related contracts. Drafting technical requirements and working closely with commercial colleagues and a wide variety of stakeholders to ensure successful planning, procurement, award, mobilisation, and delivery of contracts.
  • Act as the contact point for escalations, change requests, contract delivery and administration activities enabling day to day service delivery, liaising with commercial colleagues as necessary.
  • Effective and timely performance reporting, monitoring and assurance. Ensuring all information reporting cycles are met, and the consistency and quality of information provided. Ensure risk management strategies and procedures are in place and outputs are actioned appropriately to mitigate risks and escalate issues.
  • The post holder is accountable for the budget for their team and ensuring appropriate spend controls are in place, managing budgets and supporting forecasting activities.
