Full Job Description

As a Public Health Principal lead, the Drug and Alcohol Strategic Commissioner is a senior managerpost within the Integration & Healthy Population Team of the Health, Wellbeing & Preventiondirectorate, responsible for the strategic commissioning of drug and alcohol prevention, treatmentand recovery services in Shropshire. In this influential role, you will lead on the delivery of theSubstance Use Strategy, the Shropshire Community Safeguarding Partnership Tackling Drugs and AlcoholPartnership Action Plan, the development and maintenance of strategic and operational partnerships,commissioning and performance management of substance use services as well as developing key publichealth services and programmes around substance use.Main duties

  • You will lead change at a system level, including through the Shropshire Safeguarding
  • Community Partnership, Shropshire Integrated Place Partnership & Combatting Drugs Partnership to ensure that integrated ways of working, prevention and early intervention are embedded within our complex system from a drug and alcohol perspective.
  • You will lead high level partnership negotiations for embedding substance use provision within
  • integrated work and ensure best value and quality in delivering integrated services to have a positive impact and outcome on Population Health and contribute towards a reduction of inequalities.
  • You will lead the management and capturing of impact linked to local use of awarded grants
  • such as the Supplemental Substance Use Treatment and Recovery grant (SSMTR) and Rough Sleeping Drug and Alcohol Treatment grant (RSDATG).
  • As subject matter expert you will provide strategic planning and technical input to recommend
  • appropriate courses for substance use risk management and reduction of harm, using your leadership skills for guiding multi stakeholder complex change and transformation programmes

    You will have proven experience of strategic commissioning for drug and alcohol programmes andleading change management programmes aimed at reducing inequalities for people who use substances.You will be able to promote innovation and drive to the drug and alcohol agenda and partnerships tostrengthen our combined efforts for our residents to deliver strong public health outcomes.You will have a population health focus with a focus on integration with local NHS systems and widereconomy to improve social care outcomes, reduce health inequalities and improve health and wellbeingin Shropshire.
