Full Job Description

This is a permanent role, for a senior midwife to provide leadership to continue the implementation of the maternity transformation plan for the West Yorkshire and Harrogate Local Maternity and Neonatal System (LMNS), and to support the assurance of the LMNS to the West Yorkshire Integrated Care Board. The post holder will work as part of a small team with the Senior Responsible Officer, Director of Midwifery and Project Management Office to support our ambitious and challenging programme to ensure that all women their partners and families have access to consistent, safe, responsive and high-quality maternity and neonatal services. This post will ensure that there is clinical input across the transformation plan and delivery. The post holder will work with the clinical teams across the different care settings to support them in implementing transformation and quality improvement initiatives in response national maternity and neonatal policy. The post holder will have well developed
leadership, negotiation, change management and communication skills to support the LMNS in overcoming barriers to transformation and change. The post holder will need to engage with service user groups and other stakeholders to ensure that all LMNS activities are coproduced with and responsive to the needs of our local population. The post holder will lead and support a number of key work streams within the programme. Main Duties and Responsibilities Provide expert advice, clinical leadership and support to the LMNS and help facilitate the consistent delivery of care in line with the recommendations from national policy and guidance through the development of clinical protocols, agreements and analysis of data Provide clinical leadership for the LMNS Establish strong working relations with key stakeholders across the LMNS Encourage and facilitate effective communication and cross-boundary working across both professional and organisational boundaries. Provide expert clinical advice and
leadership to support and inform an evidence-based approach, with the aim of providing high quality, equitable services, across primary, secondary and tertiary care, in potentially contentious and challenging environments where barriers to change may exist. Advise the LMNS members on perceived areas of good practice relating to these services inside and outside the WYICB area Make judgements on a range of complex issues relating to the function, using own expertise and responsibility level. To use own expertise and developed judgement to provide solutions to complex and sometimes conflicting matters. Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to the development of quality performance and governance strategies and the development and implementation of improvement programmes. Contribute to
short, medium and long term business plans, achieving quality outcomes Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the LMNS Board, Steering/Reference Groups and others as required. Develop transformational services and business cases ensuring the effective and efficient use of resources. In conjunction with the Programme Management Team, support the development and implementation of a documented system of clinical governance across the Network and facilitate the integration of this within various subgroups. Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information. Deliver projects to comply with key performance indicators. Co-ordinate Research & Development initiatives. Draft reports summarising status on issues, appraising outcomes, and providing progress reports for the Programme Director and present reports to the LMNS Board and as required.
Collate qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret and present data to highlight issues, risks and support decision making. Physical Effort Accuracy and dexterity in the use of keyboards is a constant requirement. Occasional lifting of computer equipment and presentational equipment e.g. LCD Projectors and projection screens. Mental Effort Frequent and prolonged periods of concentration are required for up to 3 hours at a time. This is required for conducting Project Meetings, Planning and Meetings. Emotional Effort Occasional exposure to emotional circumstances when communicating contentious information to a range of stakeholders and organisations. Working Conditions Post-holder is required to use computer / VDU for long periods of time. Frequent travel is required to attend meetings across sites.
