Full Job Description

We have an exciting opportunity for a Quantity Surveyor to join a growing team within the Network and Customer Department for Clean Water on the Southern Water Repair and Maintenance Contract. As part of the Contract Management Team, the post holder will be responsible for the contract administration of one or more contracts including cost and budget management, contract compliance, reporting and invoice verification. This is an important role in the Company, where you will be expected to use their skills and experience in commercial and financial management to ensure that projects and work programmes have robust cost control. You will be expected to understand and promote Southern Water's values when meeting contractors, customers or other stakeholders. You should look for opportunities to enhance the reputation of Southern Water when meeting customers. Working closely with the Contract and Area Managers to provide commercial support and advice you will provide accurate and timely budget and cost information for a number of schemes or projects using developed management information and reports including forecasting final costs and budget vs. cost analysis. Ensuring that all commercial and cost activity relating to the scheme or project is recorded using agreed systems and ensure that this is incorporated into the costs and budgets for the Contract Delivery function as a whole keeping your focus on the achievement of targets, milestones and KPIs. Using the change control and change management process for commercial activities at project / programme level, you will build strong and effective working relationships with contractors, other members of the team, other business contacts and key stakeholders. The accountabilities are but not limited to the following :

  • Undertake all duties and responsibilities and exhibiting the highest regard to health, safety and the environment
  • Ensure that Early Warnings, Compensation Events and other contract notices are issued correctly or are received, recorded and dealt with within the timescales defined in the Contract
  • Ensure that payment applications are assessed, valuations undertaken and certificates reviewed for accuracy and legitimacy
  • Support the Contract and Area Managers in the identification, quantification and mitigation of risks
  • Work in liaison with the Contractors and the Contract lead and Area Managers to agree Target Costs or Fixed Prices depending on the agreed form of contract
  • Record costs using techniques such as Earned Value and cash flow analysis
  • Work with the team's Area Managers to create costed and resourced project programmes and maintain up to date versions throughout the life of the scheme or project
  • To be successful in this role, you will have strong knowledge and background in budget analysis and presentation, cost control, financial and significant commercial acumen. Your thorough knowledge of contract conditions and models within the utility industry will be highly advantageous with good exposure to operate in a demanding performance environment, providing input into functional strategy and direction within areas of responsibility.
