Quantity Surveyor - Cost Audit

We are expanding our commercial management team to support National Highways' annual £1bn investment programme to maintain the Strategic Road Network. As part of this, we have an exciting opportunity for a Quantity Surveyor, with NEC4 Defined cost audit experience, to join our centralised audit team, which is responsible for agreeing people and equipment rates. In this role, you will primarily focus on agreeing people and equipment rates through a programme of defined cost audit activities (approximately 80% of the role) within the centralised audit team. You will manage the agreement of the rates in line with the schedule of cost components with the 65 suppliers on our two operations delivery NEC based contracts. From initial supplier contact, through checking submissions and evidence of actual people cost build ups from first principles, the output will provide the regional commercial teams information to support their assessments. In addition to your audit responsibilities, you may also get the opportunity to manage the day-to-day commercial activities of schemes within the regional office's local renewals capital programme. This is a national role that can be based at any of our UK offices The position also requires monthly travel to Birmingham for team days and to contractor offices for cost audits. We offer a flexible hybrid working approach, combining local office work with agile home working.

• Leading on multiple defined cost audits to agree and reconcile annual people and equipment audits, and, when required, in depth contract audits against specific NH NEC 4 based operations delivery contract requirements (including the national publication of agreed audited rates to the regional commercial teams).
• Provide contractual advice to the business and the service delivery teams. This will also include reviewing processes, tutorials, training sessions to inform the wider commercial team of the centralised audit team processes
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.
• Outside of planned audit activities you may be responsible for the management of some operations contracts including early warnings, compensation events, assessing monthly payment applications/final assessments which are managed using the National Highways CEMAR contract management portal and close out.
  
  Relevant degree and/or have secured chartered professional status with the Royal Institution of Chartered Surveyors (MRICS or above), the Chartered Institution of Civil Engineering Surveyors (MCInstCES or above) or an equivalent membership of a relevant professional body (Candidates not holding chartered professional status must be able to demonstrate substantive and direct personal experience working as a quantity surveyor having regard to the experience requirements listed under business knowledge and experience above)
• Demonstrable experience in option NEC 4 Option C & E defined cost auditing of rates for people and equipment against NEC4 Schedule of Cost Components
• Demonstrable experience of delivering quantity surveying/commercial functions, preferably in a civil engineering/infrastructure environment, desirably using NEC 4 forms of contract
• Proficient user of excel and familiarity with contract management and administration software systems (e.g. CEMAR)
• Experience of successfully delivering multiple outputs in a comparable environment working for either the client or contractor.
