Full Job Description

Directly accountable to the Senior Manager for In-Life Commercial.

Deliverables

  • In-Life Commercial Management of all Agreements;

  • End to end accountability for the Commercial Audit function across all Partners and Agreements, which is the recovery of incorrect spend identified via field and desktop audits and accountable for education both internally and externally to stop incorrect spend leaving the business.

  • End to end accountability for the Non Standards function across all Partners and Agreements, which is the detailed assessment of spend not covered via contract charges including benchmarking against wider industry costs to ensure market competitiveness.

  • Subject Matter Expert for our DFE (Departure From Estimate) governance processes and synthetic usage and point of contact for partner escalations, owning resolution to completion.

  • Owning resolution of estimate blocks for Job Comp / Eng Comp to allow payments to be processed or challenged with partners.

  • Provision of in-life Commercial Governance with enhanced education of our Partners and internal stakeholders to proactively avoid commercial issues and detrimental impact on cash flow for both Parties.


  • Relationships
  • Build great relationships across stakeholders within Partners, Procurement, Planning, Operational teams & finance (up to and including Director level);

  • Close relationship with Openreach Partner Manager for holistic resolution of in-life issues and attendance at Partner Performance Review Boards where necessary.

  • Direct relationship with Partner commercial teams and Commercial Director for resolution of contractual issues and cost recovery.

  • Engage with Procurement and In-Life Change Team to implement change control for strategic resolution of contractual issues.

  • Work with internal stakeholders to triage and own to conclusion in-life issues, challenging where appropriate.

  • Develop briefings detailing key commercial issues for internal finance and operational teams and Partners using tightly controlled governance.

  • Liaison with Partner Commercial Managers to ensure all cost recoveries are dealt with promptly.

  • Liaison with Partner Commercial Managers to ensure all DFE, Non Standards and Commercial Audit issues are resolved efficiently and do not impact upon delivery.

  • Share learning with Partner Commercial Managers for pan-partner issues.

  • Interface with Sourcing before / during transition of new In-Life activity.

  • Be a brilliant people manager.

    Hold a BSc (Hons) in Quantity Surveying or Similar and MRICS qualified.

  • Have experience working within a civil engineering environment, ideally within the utilities sector.

  • Have a detailed understanding of wider construction industry and regulations.

  • Experience working in a partnering and / or collaborative environment.

  • Proven people management and leadership experience

  • Have a strong financial knowledge and practical experience of civil engineering technologies.

  • Strong record of managing and influencing senior stakeholders.

  • Excellent presentation skills across all modes : written, spoken, and visual. We expect confidence of expression and preparedness.

  • Ability to manage multiple conflicting priorities and manage stakeholders accordingly.

  • Ability to identify improvement opportunities and undertake base root cause analysis and benefit opportunity mapping.

  • Must hold a full UK driving licence and willing to travel when required
