DIVISION/SERVICE AREA: Children and Families
RESPONSIBLE TO: Workforce & Practice Development Lead RESPONSIBLE FOR: Up to 3 staff, including an apprentice
GRADE: PO3
Purpose of the job
? To lead the continuous recruitment programme for the Children and Families Service ensuring all permanent and agency recruitment is effective, timely and coordinated and carried out in line with the Children and Families Service Recruitment Protocol.
? To develop, prioritise and manage processes for implementing recruitment activities in the Children and Families Service, ensuring that these processes are effectively organised and overseen, and are fair and transparent.
? To collate, analyse and report on a range of qualitative and quantitative management data, performance, evaluation and outcome information, producing and monitoring the implementation of plans to support service improvement and development., ? Oversee and coordinate all permanent, fixed term, secondment, acting up, and agency recruitment within the Children and Families Service to ensure this is fair and transparent and carried out in line with the Children and Families Service Recruitment Protocol.
? Ensure consistent and efficient processes are in place to deliver effective and inclusive recruitment activity including in relation to advertisement of posts, shortlisting, interviews and assessments, post-interview activity and communication with candidates at all stages of

the process, and ensure these processes are in line with Council policies and are understood and shared amongst all relevant staff. This will include the implementation of a comprehensive quality assurance process to ensure expected standards are met.
? Develop effective working relationships with senior managers, including the Director and Heads of Service, and the central recruitment team in HR to ensure an effective recruitment programme and to resolve any queries as they arise.
? Deliver all recruitment related sections of the Children and Families Service Workforce Development Strategy and the Children and Families Service anti-racist action plan.
? Develop and apply systems for ensuring that recruitment plans are monitored and updated, and reports prepared for senior managers on the implementation of agreed actions.
? Problem solve any recruitment related issues and embed any learning into current processes and guidance.
? Liaise with managers regarding new starters and inductions for new members of staff to ensure relevant processes are in place.
? Develop and implement systems for evaluating the effectiveness and impact of recruitment activities, including in respect of increasing diversity across the workforce, identifying areas for improvement where appropriate and ensuring the effective implementation of change(s).
? Coordinate and oversee the completion of e-recruitment forms for recruitment activity across the Children and Families Service, in line with Council processes.
? Link with senior managers and practitioners to ensure the recruitment programme is meeting service needs.
? Develop recruitment methods and processes that are flexible, streamlined and make best use of new technologies.
? Advocate for the participation of young people in the recruitment process, and link with colleagues in service areas in the Children and Families Service to facilitate this to ensure young people's participation is effective and meaningful.
? Actively consider the impact of systemic and everyday racism and oppression upon the lives of children and families and the workforce and the impact and learning in this context.

? Ensure that social work values and ethics alongside our Children and Families Systemic Principles and values and anti-racist position statement are embedded in our recruitment work.
? Keep up to date with best practice developments and research in recruitment and respond to developments in these areas.
? Develop, implement and maintain effective recruitment information for the Children and Families Service, linking with colleagues in the workforce and practice development hub to include the collation, analysis and submission of workforce data as required.
MANAGEMENT RESPONSIBILITIES
? Lead and manage staff in line with the Council's policies and procedures, ensuring they receive effective supervision and support.
? Manage proactively all employee management related matters, including sickness absence, unsatisfactory performance, conduct, discipline, and grievances ensuring that these are managed according to the Council's frameworks.
? At all times to project the attitudes and behaviour expected of a manager, promoting the values of the service and upholding the reputation of the service within the Council and externally as well as demonstrating the professional and personal standards of conduct that could reasonably be required of a professional manager.
GENERAL
? Achieve agreed service outcomes and outputs, and personal goals from regular Check Ins, as agreed by the line manager.
? Undertake training and constructively participate in meetings, supervision, seminars and other events designed to improve communication and assist with the effective development of the post and post holder.
? Provide cover for colleagues on specific tasks as required within the Workforce & Practice Development hub, the Quality Assurance and Improvement Team, and across the Safeguarding and Quality Assurance Service where this is required and directed by the line manager.

GRADE: PO3, We are looking to recruit a Recruitment Officer who is responsible for all the recruitment processes across all of Hackney Children and Families. This role undertakes a variety of tasks including coordinating and overseeing all recruitment processes, managing and supporting the development of an apprentice, working closely with Hackney corporate recruitment team and working closely with Heads of Service and Service Managers across the directorate to meet their recruitment needs .

Degree or relevant professional qualification, or equivalent recent and relevant experience. KNOWLEDGE, SKILLS AND ABILITY
? Understanding of the framework within which the Children and Families Service operates, including legislation, regulations and Government guidance.
? Empathy with vulnerable children, young people and families and a commitment to providing them with the highest quality interventions.
? Strong written skills, including the ability to present complex information in a concise and accessible format.
? Ability to communicate with individuals and groups at different levels of the service and within partner organisations.
? Able to carry out work under own initiative, in an organised way, managing own workload and co-ordinating this with other team members.
? Ability to prioritise work under pressure, adapt priorities to changing demands and deliver to agreed deadlines

? Knowledge and awareness of the impact of systemic and everyday racism and oppression upon the lives of children and families and within the workforce.
? Able to support an apprentice to learn and develop their skills and knowledge. ? Good inter-personal skills, with the ability to manage conflict sensitively.
? The ability to collate, analyse and present information in a number of formats and for different audiences
? The ability to acquire new skills with a strong commitment to continuous professional development for themselves, team members and the wider service
? Ability to conduct research into any issues relevant to their role and/or that of their team ? Knowledge of effective recruitment methods.
? The ability to evaluate the impact of recruitment activity using both quantitative and qualitative tools.
? A working knowledge of ICT systems, and the ability to understand and quickly develop a working familiarity with a range of software packages and computer hardware. The ability to use such packages to produce good quality information
? General communication skills commensurate with the duties of the post EXPERIENCE
? Experience of working with a variety of stakeholders at all levels across a variety of organisations
? Experience of developing and operating administrative systems for tracking and managing workflow, collecting and processing data and producing reports
? Experience of line management (desirable)
