This is an exciting opportunity to play a major role in influencing and supporting the UK refineries sector as they transition to Net Zero. As the Refineries and Fuels Senior Advisor you will lead in regulating this complex sector during a period of significant change for the industry. This is an opportunity to work with government and industry to shaping our environmental regulation of this sector under the Environmental Permitting Regulations (EPR) and Control of Major Accident Hazards (COMAH) Regulations. As the Senior Advisor you will:

  • Manage and steer the work of the EA refineries' sector groups and work collaboratively with colleagues.
  • Lead on the vision set out in the EA's strategic business plan
  • Help shape how we regulate the sector in England, to ensure further reduction in emissions and improved environmental performance
  • Work with other UK regulators and government in order to influence joined-up decision making and deliver on key issues, such as national emissions targets and net zero
  • Lead discussions with industry on achieving environmental performance and sustainable growth
  • Work with colleagues on strategy for regulating the sector, influencing effective use of our resources and ensuring that the way forward is understood and adopted across the business
  • Increase the knowledge and expertise of our regulatory staff by improving guidance and training.
  • Provide expert regulatory and technical input to high level briefings
  • This role may attract additional allowances over the basic pay rate quoted. The team The Energy and COMAH team are part of Energy and Resources in the Environment & Business (E&B) Directorate.     Significant industrial or regulatory experience in the refineries and fuels sector which covers the production and storage of mineral oils and gases. Technical understanding of the processes and chemistry associated with the production of mineral-based fuels. Educated to degree level or equivalent, or able to demonstrate comparable technical know-how, in a relevant subject. A relevant professional qualification or membership is not essential but may be an advantage. Key skills include

  • Please include demonstration of these skills and experience in your capability-based answers., Applies a knowledge of statutory environmental and technical requirements to protect both the Environment Agency and the environment. Detailed knowledge and experience of application of Industrial Emissions Directive, Environmental Permitting. Knowledge and experience of application of Control of Major Accident Hazards legislation would be preferable.
