Full Job Description

To lead the delivery of Rossendale Borough Council's externally funded programmes and associated projects supporting major transformations across Rossendale. Distinctly to improve our Town Centres boosting the areas and their economic growth and to lead on projects that will improve the Council's effectiveness., To be the Programme Manager for several externally funded programmes and work in partnership with a multi-disciplinary team of Council advisors
- To ensure the programmes are delivered in accordance with the objectives of the funders, partner organisations and Council strategies, regeneration objectives and procedures.
- Tender for and manage consultants to ensure that the projects are supported with a professional and cost effective team including securing planning and other consents; lead on the client side responsibilities; liaise with appointed architect and contractors;
- Lead on all contractual negotiations in partnership with the Councils Legal team or Property team and other external experts where necessary;
- Responsible for the monitoring of onsite works and a direct liaison with all contractors working on the projects.
- Contribute to the writing and submission of funding bids that support the delivery of the Council's regeneration programme.
- Processing of claims for payment as required meeting all financial, audit and other requirements of all funders in-line with the Council procurement rules.
- To undertake the formulation and review implementation of the Regeneration Programme through the production of monthly reports, quarterly returns, executive reports and revised Action Plans.
- Support the development and delivery of a communications plan, writing reports, undertake presentations and promotional material.
- Be the Council's lead in liaison with the County Council to co-ordinate delivery of any agreed public realm programme and highways works.
- Maintain clear and concise records for all financial aspects and risk registers of the projects including actual and projected cash flows and keep record for auditing, evaluation and monitoring purposes.

Degree or equivalent in an Economic Development, Business or Project Management related area, would be an advantage
Heritage/Conservation, Project Management or construction related qualification, would be an advantage, Significant track record of successfully delivering property development projects and/or capital regeneration schemes.
- Experience of effective delivery of capital and revenue elements of a project involving historic/ commercial buildings.
- Experience of delivering external funding bids; project management techniques, including delivery within set time, spend and output parameters within a town centre or economic development context.
- Experience of town centre management and/or significant business, landlord and community engagement.
- Experience of dealing with contentious issues and complicated arrangements as well as holding public consultation, stakeholder sessions and briefings.
- Significant experience of delivering; Town Centre regeneration, Historic buildings restoration, Capital and revenue project delivery and management, Community, cultural and stakeholder engagement.
- Experience of developing co-operative working relationships with internal and external officers and partners, including Elected Members and Public Bodies to support the achievement of service objectives, using political acumen to influence decisions.
- Ability to work collaboratively with Senior Officers, Elected Members, Managers, staff colleagues, businesses, landlords, community groups, contractors and partners.
- Effective financial management skills including budget preparation and monitoring.
- Excellent written and verbal communication skills with the ability to produce and present reports in a clear and professional manner to a wide range of audiences.
- Ability to use own initiative and manage own workload to meet priorities with minimal supervision and to work collaboratively as part of a passionate team.
- Ability and willingness to demonstrate the council's values and behaviours.
- A commitment to developing and maintaining high levels of customer care.
- Full current driving licence and access to a vehicle for work purposes.
