Full Job Description

It is an exciting time in Thanet's regeneration journey with programmes funded through central Government to support its economic growth and the regeneration of our district. The Council is looking for someone to be part of the team to help drive these programmes forward., The Council is looking for a skilled and proactive Programme Manager with experience of delivering capital programmes, to support its regeneration plans for Thanet. The role will be focused on supporting the construction of a number of key projects in Thanet and to help define their long term sustainability.

The team requires further programme and project management in delivering the administration and coordination of these capital schemes, ensuring that all Council processes and procedures are adhered to in the delivery of the capital projects.

The post holder will be joining a small regeneration team and will have a breadth of responsibilities across the programme and for individual projects. We are looking for someone with considerable hands-on experience to join the team.

Tasks will include

Leading and continuously improving and developing the councils programme of a number of complex physical, economic and social regeneration projects.

Be accountable for commissioning and managing construction teams, working within standard contracts and through the councils project management framework. Lead on the effective implementation of contracts ensuring that contractors and consultants are monitored and managed. This will include regular operational meetings with contractors and performance managing contractors.

Identify key stakeholders and interested parties in order to carry out any required consultation and negotiation with relevant stakeholders including developers to secure regeneration benefits for the District. Develop and maintain good working relationships and communicate effectively with internal/ external organisations, partners and stakeholders.

Be responsible for developing project initiation documents and project delivery plans as well as other project reports ensuring appropriate stakeholder engagement. Facilitate funding applications - develop, deliver and support both private and grant funded regeneration schemes within Thanet.

Sound knowledge of the local government context including an understanding of its legislative and regulatory environment.
Advanced business and analytical skills - a high level of financial acumen including project costs and contract management.
Knowledge of programme management principles in ensuring the development and delivery of a variety of schemes over a period of time.
Clear knowledge of Local Authority policies, procedures and processes including finance, legal and in particular procurement requirements
Excellent analytical skills, statistical techniques and the ability to prepare clear and concise reports and presentations on complex issues and in formats suitable for a variety of audiences.
Excellent interpersonal, communication and influencing skills - high degree of tact and diplomacy and the ability to work in a politically sensitive environment.
Proven track record in leading complex regeneration projects.
Strong financial acumen and experience in developing business cases.
Ability to work effectively under pressure and meet tight deadlines.
Significant experience of successfully managing complex high value projects within specific time, cost and quality requirements.
Track record of developing regeneration schemes and projects from inception to completion - with a creative and problem solving approach.
Experience of monitoring and being accountable for budgets, programmes and projects, ensuring that financial records and systems are maintained and processed and that budget allocations are monitored and controlled., Disability Confident
