Full Job Description

Provide professional engineering leadership for Control, Command & Signalling (CCS) engineering including: individual and functional capability; strategy; technical advice and guidance; safety, assurance, derogations and non-compliances.

Lead regional oversight of the Route business planning for CCS to ensure it delivers sustainable levels of asset integrity and performance to meet customer requirements and regional/national targets.
Provide a strong customer focus balancing the views of a range of senior stakeholders.

About the role (External)

Provide professional engineering leadership for Control, Command & Signalling (CCS) asset engineering teams to deliver the correct application of the appropriate legislation, group and company standards.

Lead and develop capability of engineers and others involved in managing [discipline/area] assets.

Lead and direct the development of the CCS engineering / asset management strategy for the region, aligning it to network engineering and asset policy and standards and the regional performance strategy.

Provide consistent advice and guidance to the regional/route engineers in the delivery of policy, standards and specifications and assure the delivery of technical briefings for staff engaged in [discipline/area] engineering.

Define and direct the CCS engineering assurance regime for asset safety, integrity and sustainability, including the verification of asset condition, to manage long-term business risk and optimise asset outcomes in line with regional and network policy. Advise the

Regional Executive team on the extent to which this is commensurate with the level of business performance the region requires.

Lead the relationship and interfaces with the Technical Authority including provision of regional expertise to facilitate development of national policy, standards, sharing of best practice and lessons learned nationally

Review and approve derogations and non-compliances to standards in compliance with the delegated authority framework. Manage the response to applications outside own delegated authority.

Lead the provision of continuous improvement to asset policies and standards; and provide feedback to the Technical Authority.

Lead the assurance of asset specific elements of the regional business plan in line with regional and corporate strategy.

Where nominated, direct and manage the regional/route Distribution & Plant Engineering team and/or regional/route Telecoms Management team and/or direct the regional Gauging resource to provide a service to the region and routes.

· Registered Engineer at CEng level with the Engineering Council

· Proven experience of successfully managing a large complex and diverse asset base, particularly related to renewals, enhancements and system integration

· Comprehensive knowledge of relevant asset systems, engineering standards and process integrity

· Demonstrate strong customer focus in a multi-disciplinary team

· Proven experience of leading successful negotiations at a senior level and balancing the views of a range of stakeholders

· Proven knowledge of the strategic management of safety

Desirable

· Level 7 under the Regulated Qualification Framework in a relevant engineering discipline

· Fellow of either an appropriate institution or the Institute of Asset Management

Proven experience in the management of engineering processes, assets and components
