Full Job Description

The Openreach Regulation Team is responsible for the development and execution of Openreach's regulatory strategy and engagement. This includes managing the relationship between Openreach and Ofcom and other key external stakeholders. The role holder is accountable for ensuring business activity and decisions comply with our current regulatory obligations as well as influencing and shaping our future regulatory obligations. The role holder will focus on, but not be limited to, Openreach's business market portfolio. A key part of the role over the next few years will be developing and arguing relevant policy positions for the 2026 Telecoms Access Review. They will be responsible for developing evidence-based options, proposals and recommendations. The role will have objectives relating to ensuring the decisions Ofcom makes on market definitions, SMP assessments and remedies fit with Openreach's strategic objectives.What you'll be doing

  • Formulate Regulatory Strategy: Support the development of Openreach's regulatory strategy, including market reviews and remedies.
  • Draft Responses: Prepare sections of formal responses to Ofcom consultations and proactive submissions.
  • Information Sourcing: Identify and source information for responding to Ofcom's statutory information requests, making recommendations for senior management sign-off.
  • Internal Governance: Prepare materials for internal governance bodies, such as the TAR Steering Group and Policy Board.
  • External Engagement: Develop materials for engagements with Ofcom's CEO and Directors and support the Openreach communications team.
  • Expert Advice: Provide advice to Openreach's Commercial and Operational teams to support commercial and regulatory objectives and ensure compliance.
  • Complaint Handling: Offer expertise in handling customer complaints, regulatory disputes, and Ofcom investigations.
  • Team Collaboration: Support the Senior Manager, Regulatory Policy, and work closely with the Regulation Team.

    Regulatory Expertise: In-depth knowledge of the regulatory and legal framework in telecoms or similar sectors.
  • Industry Insight: Stay current with industry and public policy debates relevant to market reviews and competition regulation.
  • Stakeholder Understanding: Understand the regulatory positions of key stakeholders and their motivations.
  • Strategic Application: Apply regulatory insights to maximize operational and commercial flexibility for Openreach.
  • Thought Leadership: Be an effective leader and influencer in market review regulation.
  • Communication Skills: Excellent written and verbal communication skills for drafting responses and engaging stakeholders.
  • Project Management: Ability to manage multiple projects and work packages effectively.
  • Experience You'll Need
  • Regulatory Knowledge: Expert understanding of regulation, market assessments, and remedy setting.
  • Market Review Experience: Previous experience with regulatory market reviews.
  • Evidence-Based Engagement: Proven track record of using evidence and insight to produce engagement materials and negotiate positions with regulatory and key stakeholders.
  • Executive Communication: Experience creating material for Executive Board-level audiences.

    Regulatory Recommendations: Support recommendations to Ofcom to demonstrate market competitiveness and minimize regulation.
