Full Job Description

Post Trade Regulatory Reporting (PTRR) is the London Stock Exchange's regulatory reporting, matching and reconciliation solution provider. Post Trade Regulatory Reporting customers include investment banks, hedge funds, brokers and other financial services firms. Post Trade regulatory Reporting provides business solutions in the areas of:

  • Regulatory reporting with MiFIR, EMIR, and other G20 regimes.

  • Provision of reference data (especially financial instruments data)

  • Delivery of PTRR Platform

  • Provision of build services using the PTRR Platform for internal INS and external Third parties

  • Analytics and surveillance of data products, to create an increasing suite of control environment tools.


  • Post Trade Regulatory Reporting is a Technical Business where the solution is shaped by platform built in house. The system adopts modern technology hosted in Azure, using Snowflake. Post Trade Regulatory Reporting support a series of Important Business Services, which follow the enhanced control framework.

    The Programme Director role retains oversight of this diverse portfolio, providing change delivery to support over 30 commercial offerings, across 10 delivery streams with on average 40 parallel in flight initiatives. The Change delivery utilises the agile methodology, predominantly using Scrum although Kanban and SAFE have been utilised when felt appropriate. This is a delivery role, tracking all in flight initiatives and leaning in where required to get things over the line.

    The Programme Director team is diverse consisting of 10 direct reports made up of Business analysts, Technical Author, Scrum Masters, PMO, Project and Programme Manager. Effective people leadership skills are crucial to continue to evolve each of these areas into industry leading functions.,
  • Maintain a detailed overview of all in-flight initiatives across the portfolio, monitoring progress and leaning in to provide appropriate support when required.

  • Ensure continued compliance to the LSEG Change Framework, looking to adopt the group led changes. Focussing on how to accommodate whilst looking to optimise for the most effective delivery.

  • During mobilisation assessing each change to ascertain the most effective change methodology. This would include different Agile methods e.g. Scrum, SAFE, Kanban, or possibly Waterfall in the right circumstances.

  • Oversight of the effectiveness of the change delivery, seeking ongoing optimisations to continually improve the change efficiency.

  • Ad Hoc representation of the PTRR Change Delivery to external parties including Clients and Regulators.

  • Working effectively with the dual location of change delivery across Bucharest and London.

  • Handling the collation of initiatives into releases, assessing the risk of each release and reviewing all the provided evidence to confirm the release is ready to release.

  • People leadership of the PMO, Scrum Mater, Business Analysis, Technical Author, Project and Programme Management teams.

  • Chairing of the monthly PTRR Portfolio Board.

  • Monitors overall progress of the programme, with particular focus on budgets, key milestones, resources, and dependencies.

  • Provides overall programme leadership, guidance and technical expertise to run all aspects of a programme including requirements analysis, business case creation, planning and execution.

  • Holds ultimate accountability for delivery, managing programmes with great complexity, impact, risk, budget variances and change requests.

  • Aligns programmes to the strategic delivery, portfolio and transformation direction, ensuring prioritisation of key projects and devising new ideas and initiatives to support the organisation.

  • Produces reports for senior management on the progress of the programme against objectives and plans, highlighting any improvement areas and the requirements to correct them.

  • Promotes and fosters collaboration across broad categories of partners (including customers), providing leadership in cross-functional meetings and representing the seniority of the programme or senior members in governance boards and committees.

  • Collaborates with the Head of Project & Programme Delivery to ensure the programme achieves objectives and aligns with business priorities.

  • Leads, coaches, and mentors programme and project managers within the programme, setting performance and delivery expectations to yield consistent results, whilst highlighting and promoting successful practices across the organisation.

  • Ensures all projects adhere to LSEG Group Standards for project methodology, governance and risk management.


  • Essential skills and experience
  • Working with in a highly regulated environment.

  • High competence with both Agile and Waterfall change methodologies, with a proven ability to orientate a project to the right methodology for an individual solution.

  • Working effectively with globally distributed teams, with hybrid remote working and enabling flexibility to deliver within different ways of working.

  • Experience managing large teams, able to provide meaningful People Leadership support to the different disciplines that are contained within it.

  • Plans, manages and optimises resources within teams in order to maximise results and achieve desired performance

  • Uses project management methodologies to manage project resources and activities.

  • Prepares and manages business cases or proposals to justify programmes or projects, and identifies, manages and tracks benefits derived from the programmes or projects.

  • Utilises knowledge of practices and approaches for leading and navigating the organisation to support project/programme objectives.

  • Experience using Clarity to manage projects, including resources, milestones, outcome and RAG tracking

    Familiarity with EMIR & MiFIR Reporting Obligations

  • Familiarity for handling IBS

  • Ability to use JIRA and PowerPoint.
