Full Job Description

1. To assist in the provision of an efficient rent and service charge accounting service. Co-ordinate charging and collection of service charges ensuring Value for Money (VfM) whilst maximising the recovery of income including through legal processes where necessary

2. To provide highly accurate data analysis and supporting explanations to assist the Rent and Service Charge Manager in decision making

3. To be part of a team providing a pro-active and expert advisory service in relation to service charges, to service owners and budget holders, that adds value and impacts the strategic outcomes of the business.

Principle Accountabilities:
1. Ensure the accuracy of service cost/charge data (including data cleansing and database maintenance) and investigate and report variances to budget, providing the Rent and Service Charge Manager with the analysis required for the timely production of management information.
2. Collate and maintain details of freeholders/third party managing agents; and to process and confirm validity and accuracy of invoices received from management companies and utility companies through review, computation and dialogue, with a view to minimising cost.
3. Calculate annual service charge budgets, rents and year end accounts for service charge actuals in accordance with Group policy and legislative requirements.
4. Calculate and monitor sinking funds, ensuring adequate funds are available for major works.
5. Liaise with Property Services on planned and reactive works to ensure works are identified, costed and forecast; and Section 20 processes are properly followed, in accordance with the lease and legislation.
6. To ensure setting service charges budgets for new schemes are dealt with in a timely fashion
7. Provide an efficient service charging system to the Group ensuring that data is processed accurately and efficiently (including the month end process), and deadlines are met.
8. Prepare for, evidence, and manage, the relevant audits
9. Support the Revenue Team to resolve disputes quickly on leasehold, shared ownership, general needs rent and service charges, r to ensure payment terms are met.
10. Act at all times as a champion of VfM, monitoring costs, maximising income and seeking economies and efficiencies in working practices.
11. Provide a customer focused service ensuring customers receive quality information to explain their rent, service charge and sinking fund charges in line with regulation and legislation.
12. Support the Rent and Service Charge Manager with formal complaint responses.
13. Handle incoming enquiries by telephone, in person and in writing and to refer on where appropriate, delivering a positive outcome for both parties.
14. Undertake tasks for other teams within the Finance & IT Directorate, in particular Management Accounts, as required.
15. Provide training and support to colleagues in other departments to ensure effective collaborative working
