Full Job Description

As the Resourcing Specialist Partner, you will be part of the Resourcing function's management team, of a function which makes circa 700 permanent hires per annum. Our team also has responsibility for executive and early careers hiring, along with managing the outsourced provision of contingent workforce. We are an innovative team who welcome new ideas and continuous improvement - focusing on adding value through a proactive sourcing strategy which has yielded a 100% direct fill record for the last three years, along with improving diversity at all stages of our recruitment process.
Reporting to the Senior Talent Acquisition Manager, you will lead high-profile, impactful projects with an organisation-wide influence, but also take hands-on responsibility for vacancies and therefore a mixed approach of leading and being hands-on is required. We are looking for a Resourcing Specialist who possesses skills to successfully line manage and lead a team of 4, developing their capability to deliver organisation-wide proactive services. The team of four, includes Resourcing Assistants (who provide support to Resourcing Advisors and deliver the Contracts and Onboarding service. You will lead, develop and motivate to enable successful delivery against SLAs and support their own professional development.
You will support the Senior Talent Acquisition Manager to develop the capability of Resourcing Advisors, providing expertise on attraction methods for difficult to recruit vacancies and being an escalation point for queries and issues. Helping to develop the capability of Resourcing Advisors, particularly in their approach to proactive sourcing, candidate engagement, hiring manager engagement, and creative recruitment communications on adverts and other media. In the absence of the Senior Talent Acquisition Manager, leading all aspects of the Resourcing function.
Lead and project manage organisation-wide recruitment initiatives, which grow our existing pockets of excellence to deliver this organisation-wide. Using continuous improvement approaches to respond to data and analytics. Partnering with leaders where hard to fill vacancies occur/ hard to retain skills exist, such as Technology, Programmes & Project Delivery, to understand their recruiting needs, providing strategic advice and finding flexible and innovative solutions to enable the business to attract and acquire top talent. Revolutionise the Resourcing strategy for hard to fill roles, bringing new ideas and innovative solutions to drive operational excellence in the recruitment process. Deliver a compelling candidate experience that reflects the Met Office values, building the Met Office employer brand and promoting the Met Office Employer Value proposition. Coach and guide stakeholders on resourcing best practice with a strong focus on providing expert guidance and
transferring specialist knowledge of technology resourcing.
Providing managers and Senior stakeholders with appropriate communications, attend SLT meetings to present key metrics and update on progress and support the Senior HR Business Partner team to link with Talent Management.

  • Extensive experience and expertise in recruiting across a wide range of professions, using best practice. Plus particular expertise and knowledge of hard to fill areas.

  • CIPD Level 5 or equivalent experience, and working at CIPD Associate Level and above.

  • Expertise in team leadership and management, including developing and coaching team members, setting objectives and team SLAs, performance management and recognition.

  • Established communication and stakeholder management, the ability to influence and to confidently and positively challenge when required.

  • Excellent presentation skills with the ability to analyse and present data/ report against KPIs (Excel and PowerBi).

    We are based in Exeter and this role is eligible for hybrid working. This is a temporary 14 months fixed term maternity cover, with some potential for it to develop into a permanent position.
