To act as the Route focal point for internal and external stakeholders in relation to route crime, security and contingency preparedness of the route. Working in line with the regional strategy develop, promulgate and maintain route crime prevention, security and emergency plans and procedures in line with statutory requirements. To manage the Route performance improvement process relating to route crime, including the production of robust and quantifiable performance improvement plans., 1. Working in line with the Regional Route Crime Strategy develop and implement performance improvement schemes relating to External delay categories.

2. Influence route teams, other functions, TOCs, British Transport Police, local government and other key stakeholders to deliver improvement in external delay categories.

3. Liaise and build relationships with all key internal and external industry partners to develop an overview of performance improvement activities and measure the effects of these schemes, providing advice on priorities as necessary.

4. Assist and advise the route, including stations, on the development (including templates and associated Standards and guidance) and maintenance of effective security and contingency plans, designed to mitigate loss, in cooperation with internal and external stakeholders.

5. Working with the regional lead coordinate the development and implementation of an annual programme of planned exercises to test the effectiveness of security and contingency arrangements in conjunction with internal and external stakeholders, and monitor route's performance against the programme.

6. Assist and advise the route with continuous improvement relating to incident management and disruption by facilitating debriefs following exercises and significant incidents; coordinating lessons identified and helping disseminate these throughout Network Rail (NR). Liaise with external stakeholders where required to resolve issues.

7. Assist and advise the routes, including stations, on the development of the NR response to significant sporting and cultural events, to assist in the delivery of an effective operational response.

· Excellent negotiation skills and influencing

· Educated to degree level or be able to show equivalent level of experience and competency

· Detailed understanding of and proven credibility in operational security matters

· Good understanding of the principles of contingency and emergency planning and management

· Excellent verbal and written communication skills, able to present complex data in a simple and understandable way

Desirable

· Proven experience and expertise in major incident/crisis management at a tactical level

· Good understanding of security issues as they affect Network Rail's undertakings

· Good understanding of railway operational requirements

Post-graduate qualification in emergency/disaster management, security (domestic or international) counter-terrorism, operational resilience or risk, or similar
