Full Job Description

This is an exciting opportunity as the public health system transforms and the programme establishes its place in the new strategic context.

To be successful you will need to think strategically, work flexibly and influence a wide range of programme and UKHSA partners and stakeholders.

Reporting to the Transformation Director, you will lead the critical Integrated Programme Office (IPO) team. You will provide expert leadership, support and challenge to ensure high standards of project and programme management. You will work in partnership with sub-programme (Senior Reporting Officers (SROs) and delivery leaders to ensure coherent programme delivery.

The IPO defines and maintains the standards for delivery within the programme. Functionally this includes the Programme Management Office (PMO), business case and benefits management, delivery assurance and information management.

The implementation and sharing of best practice are central, as are the development and application of the project procedures, tools and techniques to standardise methodologies and realise economies.

As SCS1 Programme Director, the key challenges will be to lead and continuously improve programme management and capacity and capability and the tools and services to enable success.

The Harlow Programme was launched to create a state-of-the-art integrated public health campus in Harlow, Essex - a platform for future generations of national and international scientific expertise.

The campus is planned to provide an integrated national scientific facility with data and genomic science capabilities that can enable and support future surge response. The strategic science and research opportunities include:

o New reference class facilities to innovate and apply core science and research.o Strategic workforces change to ensure public health and scientific excellence for future generations.o A campus approach to support and stimulate commercial, academic and public sector partnerships in the UK Innovation Corridor - the greatest concentration of life science organisations in the UK.

Subject to UKHSA and Department of Health and Social Care strategy and decision-making, other national and corporate functions could also be co-located.

The site includes additional facilities for commercial opportunity and/or public health expansion.
