Full Job Description

The role is in the Section 38 Team within the Highways and Transportation service area, and you will be joining a supportive and welcoming team that delivers high quality engineering advice to developers, external agencies and internal teams on highways and adoption related matters. As our next Section 38 Technician you'll be working as part of the team to ensure the delivery of schemes is managed in a cost effective and efficient manner. Providing positive solutions to achieving diversion an inclusion in all aspects of service delivery and community engagement, To assist with the delivery of the Section 38 & 278 application process. Main functions of the role will be to assist the Senior Engineer, ensuring systems and data bases are kept up to date and to provide technical administrative support. The post is primarily based in the Section S38 team, but the post holder may be required to undertake duties in other areas dependent upon workload. Principal Responsibilities

  • To undertake the delivery of specified elements of the Site Development Service Plan, plus the Council's Strategic and Business Plans in relation to a defined activity or small range of activities, in order to meet targets and achieve improvements.
  • To assist with the supervision, appraisals and support for trainees and junior members of the team.
  • Raising, receiving and checking of invoices passing onto the appropriate Senior Engineer, for final checking and signing off.
  • Data input and management of a range of systems relating to Section 38 & 278 application process and the Section 38 Database Systems.
  • Actively support continuous improvement initiatives through contributing to cross Council schemes and supporting the Section 38 Team.
  • Deliver efficient, effective and quality services by way of flexible working and the acceptance of responsibility.
  • Assisting Senior Engineers in the delivery of services by providing administrative/technical support within the office including:
  • To schedule meetings, to prepare agendas and reports and to produce minutes of meetings to a high standard and a set deadline.
  • To receive and direct incoming and outgoing mail, to pass correspondence onto the appropriate Senior Engineer for attention and reply.
  • Filing and record keeping; establishing and maintaining effective manual and computerised systems.
  • Within a small service area or number of areas, to take responsibility for maintaining effective communications with staff, service users, councillors, trade unions, partners and other stakeholders in accordance with Council good practice and with regard to implementing e-government objectives
  • To work with service users and community representatives in ways which support open, responsive and accountable government.
  • To develop and maintain good working relationships with internal and external customers and other stakeholders to achieve corporate objectives and to maintain a position of service provider of first choice.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focussing on equality of outcome.

  • Specific Responsibilities Within a team undertake all aspects of site assessments and supervise the work of other staff to:
  • To ensure the team delivers against its KPIs, including supervision and appraisals of junior staff including trainees.
  • Assist in the development of partnership work.
  • Work co-operatively with other teams in the Department to effectively respond to cross-cutting issues within the Council as defined by the Senior Engineer.
  • Assist in the preparation of technical comments for Section 38 & 278 schemes.
  • To ensure the management of FMS and processing of overpayments and refunds. Including the processing of fees associated with Section 38 & 278 application through telephone banking.
  • Assist in the investigation of all constraints, whether physical or legal, which preclude or inhibit development.
  • Assist in implementation of the Section 38 & 278 assessment checks procedure.
  • Prepare legal documents and information relating to individual schemes as directed by senior staff.
  • Undertake project and general administration as required.
  • Provide support to senior staff at meetings, briefings, presentations etc. as required.
  • Support the development of policies to ensure efficient service delivery, continuous improvement and corporate objectives.
  • Work within the Departmental Safety Policy taking responsibility for your own safety and that of others.
  • To ensure share point documents are kept up to date and deleted as required., Understand and embrace Leeds City Council Values and Behaviours and codes of conduct.

    As a Section 38/278 Technician you will be a highly motivated and organised individual capable of working as part of a team as well as autonomously. Working with a team of engineers providing technical advice and support to various stakeholders both internal and external, as well as raising and monitoring invoicing for the team., Knowledge and experience working in an administrative role.
  • Experience using financial management systems to take payments, and raise and receive invoices.
  • Good communication skills, both written and verbal.
  • Experience of filling and recording keeping, both electronically and manually.
  • Ability to develop and maintain relationships with developers and internal teams., Qualifications 5 GCSEs including Maths and English or appropriate experience of administrative processes., Ability to work as an effective member of a team in order to achieve positive outcomes and provide a flexible and responsive service.

  • Good organisation skills and capable of achieving agreed deadlines and targets whilst maintaining quality.
