An exciting opportunity has arisen within the Financial, Planning, and Support service for an experience Finance Professional. The post will lead and own the overview, control, administration, and coordination across the Council of Grants and other External Funding providing a wide range of financial advice and support.

The successful candidate's responsibilities will focus on:

Management of centralised grants register.

Establish procedures and monitor compliance for all grants including role of the Council as principal or agent in relation to the management and administration of grants. Including ensuring the Council's role as 'Accountable Body' is fully complied with, and associated risks are managed.

Advice to bid writers in relation to financial procedures rules and compliance with financial governance relating to all bids and receipt of funding.

Distinction between revenue and capital grants.

Manage and co-ordinate completion of grant and external funding returns.

Ensuring the costs of any support and overheads re fully met by any grants and external funding received.

Establish procedures for assuring and evidencing expenditure to demonstrate compliance with grant conditions.

Horizon scanning for available grant and other external funding opportunities.

Prospective candidates should have extensive experience in finance and accountancy, ideally within local government. You should have an understanding of service delivery within local government and have a track record in securing efficient and effective delivery of services (Value for Money). Also experience in the use of financial management systems is essential.
