Full Job Description

SIA - ICT Solutions - The SIA is the organisation responsible for the regulation of private security. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose, The Senior Business Analysis Team at SIA oversees a team of analysts to support business planning and change initiatives. Key duties include addressing challenges, engaging with stakeholders, documenting needs, organising workshops, conducting analyses, developing business cases, and managing process models. Ideal candidates should have strong analytical and communication skills, experience in stakeholder management, and a record of delivering business systems on time. Knowledge of public sector processes is advantageous. The Team Lead also mentors team members and manages performance., Leading on research and analysis that uncover issues, identify opportunities for change using a range of techinques such as workshops and interviews
Consider perspectives:
Leading on analysing stakeholders and their perspectives using a range of techniques such as stakeholder identification, power/interest grids, stakeholder profiling, stakeholder RACIs and detailed analysis on stakeholder perspectives using models e.g CATWOE
Analyse needs:
+ Taking responsibility for identifying where improvements can be made to business processes and systems using techniques such as business activity modelling, business process modelling and gap analysis
+ Responsible for managing the SIA's suite of business process models
Evaluate options:
+ Develop options and articulate evaluations either in producing business cases for projects and quick cases for improvements to business processes and systems
Define and manage requirements:
+ Take responsibility for gathering and documenting requirements for projects at the SIA.
+ Responsible for managing all requirements including the methodology used to manage requirements (See Requirements management for more details)
+ Ensure that the requirements are fully captured and analysed, including all functional, non-functional and management information elements and corresponding business rules and decision logic
+ Using the results of usability reviews of existing systems to inform requirements for improvements to systems
+ Work with business change owners and IT suppliers (where required) to ensure that requirements are clearly understood and necessary information is available
+ Contribute to the definition of a full end to end service, including process development and data specifications (where applicable)
+ Author, and coach others to produce the requirements documentation:
+ Business Process Model
+ Function Models
+ Data Models (if reqs are to build software)
+ Requirements Catalogue
+ Glossary of terms
Deliver changes:
+ Responsible for converting requirements into business change solutions including enabling decisions on options, assurance on specifications
+ Contribute to test and release management approaches
Line and Task management of a team of Business Analysts:
+ Lead a team of business analysts to perform all business analysis activity at the SIA to industry best practice and standards
+ Coordinate all tasks given to the team of business analysts: defining work packages from project managers, estimating timescales and effort, prioritising and delegating
+ Line manage three business analysts: objective setting, conducting probabtion reviews/appraisals/1:1’s, ensuring professional development and implementing HR policies in relation to these staff

Investigate situations, consider perspectives, analyse needs and evaluate options:
+ Ability to both initiate business analysis of a subject area and to build on previous analysis and modelling work using research and analysis skills.
+ Experience in workshop facilitation, interviews, observation and other stakeholder engagement techniques such as elicitation workshops, conducting face-to-face depth interviews, and developing and analysing surveys.
+ Stakeholder analysis
+ Experience of maintaining business architecture using "As-is" and "To-be" process analysis and process modelling/mapping and gap analysis.
+ Experience of preparing business cases and justifications to support business changes which includes cost/benefit analysis, options development, risk analysis.
Define requirements:
+ Experience of requirements gathering: leading workshop facilitation, interviews, prototyping.
+ Experience and demonstrable ability to compile functional and non-functional requirements and manage these effectively in a catalogue.
+ Ability to model requirements with AGILE (User stories/epics) and UML (Use cases).
+ Experience of providing a level of quality assurance to all documentation and deliverables by ensuring a suite of documents is produced.
Deliver changes:
+ Lead on acceptance criteria and assurance that test cases cover requirements.
+ Proven track record of business systems delivery. Able to deliver basellined requirements on time, in an environment where uncertainty exists as a matter of routine.
+ Ability to work with suppliers to articulate requirements and appraise proposed solutions.
Inter-personal skills
+ Ability to act under own initiative and strive to achieve deliverables that are of appropriate quality, including ease of understanding and approval.
+ Experience of applying structured thinking, analysis and oral/written communications skills to business issues, including ability to handle complex business issues and make them understandable to a wide audience.
+ Ability to influence and work with business colleagues up to project board level. Strong stakeholder management and communications skills.
+ Experience in managing a team includive effective tasking, perfomance management, giving feedback and professional development.
