Full Job Description
The Central Portfolio Office (CPO) sits at the heart of GSTT's strategic transformation agenda, shaping and managing the portfolio of change projects and programmesto deliver the Trust's strategy - 'Better, faster, fairer healthcare for all'. The Trust has an ambitious capital programmewith significant investments in digital technology, medicalequipmentand estates; as well as a wider transformation agenda to transform public healthcare in the UK. Your role willprovidePMO support to GSTTs project delivery teams coveringdigital,estateand business transformation projects andprogrammes.You will be workingclosely with project managersand clinical / operational SROsto improve the delivery of their projects andprogrammes. To be effective in the roleyou will already have experience of working on complex changeprogrammesand have a successfultrack recordof delivery. Management support: Shapethe development of multi-yearprogrammesin an evolving, complex andfast movingenvironment. Lead and deliver special projects as required by the Deputy CEO. Delivery process: Ownand continually improve the delivery processes and project tools and templatesfor the delivery teams. Work with project teams to capture lessons learned during project delivery and embed these lessons in improved processes. Prioritisationand portfolio management: Workwith the rest of theportfolio officeand strategic financeteamsto maintain and refresh the Trust's rollingfive yearcapital plan, identifying the priorities for investment. Ensure resources areallocatedin line with the Trust Strategy. Assurance: Conductassurance on all projects in the relevant delivery portfolio, including business case reviews, gateway assurance and project health checks., Strategyand portfolio management
- Support priority setting (resource allocation and capital planning), to ensure resources areallocatedin line with the Trust Strategy and Priorities.
- Support and shape the development of multi-yearprogrammesin an evolving,complexandsometimes ambiguous environment.
- ProactivelymonitorprogresstoensuretheportfolioismanagedinlinewiththeTrust'sStrategy andValues,StandingFinancialInstructionsandprojectmanagementprocesses.
- Lead engagement with the project managers in one of the core Delivery teams (Essentia / DT&I) to improve the delivery of their change portfolios.
- Oversee reporting produced by Project andProgrammeManagers, ensuring that reportssubmittedfor delivery group projects areaccurate, and of a high quality.
- Manage engagement plans for project portfolio to proactively ensure that positive and effective relations are developed andmaintainedbetween members of the team, allclientsand key internal and external stakeholders throughout the project.
- Work in a matrix management style and foster close working relations withother stakeholdersacross the organization.
- Work with CPO DeliveryLeadto shape the agendas and papers for key governance meetings, providing chairs briefs to delivery function leadership team asrequired,sensitivelylandingchallenging messages. Process andcontinuousimprovement
- Managethesetupof all new projects, supporting the Senior Responsible Officer (SRO) to set up effective project governance and develop high quality project initiation documentation.
- Own, update and communicate theprojectdelivery process maps for their functional areawithin theTrust 'Project Playbook', a repository of Trust Policy documentation. Act as an expert advising project teams on process and governance.
- Work with delivery function leadership to develop and improve policies and standard operating procedures for the delivery function.
- Manage the continuous improvement process,facilitatingproduction of lessons learned reports for every project andensuring these lessons are embedded in the delivery of new projects
- Coordinate trainingprogrammesandmonitorcompliance with training standards of delivery teams.Managetheinduction of newproject managers.
- Identifygaps in knowledge within the delivery function and proactively develop and deliveradditionaltraining to project managers.
- Manage change control of portfolio,identifyingwhere scope, time or budget is exceeding agreed tolerances and supporting project teams to raise change requests throughappropriate governance Responsible for ensuring the effective use of the digital PPM tool to enable all aspects of project delivery and reporting across the delivery function. - Support theHead of MajorProgrammesand Portfolioto provide assurance on the majorprogrammesin the Clinical Groups they are supporting(ongoing assurance, gateway reviews,programmehealth checks).
- Support the development of, and provide assurance on,programmereports going to TEC and TMP.
- Build relationships with majorprogrammeteams, acting as the CPO representativeonMajorProgrammeproject meetings anddeputisingfor the Head of MajorProgrammesand Portfolio whenrequired. Project assurance
- Represent the CPO onrelevantprojectandprogrammeboards(both capital and non-capital)in theirfunctional area, playing an active role to shape and steertop priorityprojects and provide ongoing assurance.
- Conduct assurance on all projects in the relevant delivery portfolio, includingbusiness case reviews, gateway assurance andprojecthealth checks.
- Audit reporting compliance of portfolio, including progress against plan,RAIDand finances. Work with project teams to improve the quality of information being provided to senior stakeholders.
- Clearly communicate assurance outputs, including complex and contentious findings and information,toSROs, governance boardsand senior decision makers in order to ensure that corrective action is taken.
- Proactively mitigate risk across the deliveryportfolio, andprovide assuranceto leadership of effective risk and dependency management. Financialmanagement
- Ensure successful management of the capital budget(s)allocatedto the delivery function.
- Ensurethatprojectrelatedbusinessplansareunderpinnedbydetailedand robustfinancial plans through budget planning and negotiation ofappropriate budgets.
- Activelymonitorexpenditure against budget and address problems at an early stage. Work with project teams to improve the quality of financial reporting and forecasting.
- Proactivelymonitorresource allocation across the delivery team to ensure alignment to the Trust's strategic priorities.
- Support the commissioning and procurement of products, equipment,services,systemsandfacilities,asrequiredforthedeliveryoftheproject. Team leadership and development
- Full line management for junior staff asrequired. Support recruitment across the CPO.
- Functional management of other CPO team members (e.g.governance and secretariat).
- Provide peer support to other staff in the CPO, working on cross-CPO projects asrequired.
- Actively contribute to the wider CPO, proactivelyidentifyingopportunities toimprove the team's ways of working.
- Deliver training, orientation, and education to staff within the CPO, and in the delivery teams.
- Work on special projects for the Head of MajorProgrammesand Portfolio asrequired.
- Regular horizon scanning of best practice and ways of working within the sector and within project management. PersonalDevelopment
- Maintain up to date knowledge of a range ofrelevantskills includingproject and portfolio management best practiceandbe responsible fordeveloping andmaintainingown CPDprogramme.
Formal qualification in Project orProgrammemanagement (PRINCE 2 or MSP) or equivalent. - Comprehensive knowledge of operations and / orprogrammemanagement methodologies and techniques.
- Experience of managing complex digital and/or constructionprogrammes.
- Highly developed interpersonal, communication (written, oral, presentation, facilitation), networking and negotiation skills
