Full Job Description

We are looking for a Senior Commercial Manager to join our Parliamentary Commercial Directorate (PCD). This is an exciting time to join as over the coming 2 years, we plan to undertake significant changes aimed at increasing our impact across the organisation. This comes on top of continuing to ensure the value for money from our nearly £1bn in annual spend and supporting transformational projects across the organisation and our estate, including at the Palace of Westminster which is a UNECSO world heritage site.
This role in particular will give you responsibility within the Services and Supplies category, supporting on the development of category strategies and sourcing requirements in line with business needs, as well as having responsibility for compliant end-to-end procurements. You will also have line management responsibilities for circa 3 members of the team.
This is an opportunity to work on a hybrid basis, with an expectation to be on-site at Parliament for a minimum of 2 days per week. This is a fantastic opportunity for someone with strong experience and knowledge as a commercial professional, with understanding of Procurement Legislation and who is keen to apply their skills in a dynamic, fast-paced environment across various projects and stakeholders., + A specific category or sub-category, supporting the development of category strategies and delivery of sourcing requirements that are in line with business needs, as part of the team supporting business as usual and project activities.
+ Responsibility for compliant end-to-end procurements, delivering demonstrable value for money and compliant goods and services contracts.
+ Developing key stakeholder relationships and enabling critical early engagement that supports the development of effective specifications that deliver requirements in line with business needs, provision of commercial advice to stakeholders on all aspects of commercial, challenging business need and demand.
+ Engaging where required, with the relevant senior business lead, ensuring that business requirements are supported by category strategies.
+ Deputising for the Head of Category as required.
+ Leading work on sensitive projects within a secure environment as required.
+ Implementing, managing, improving, and promoting the use of systems, tools and data management to create useful management information to support the business in spend in your category.

+ You may have level 5 CIPS, equivalent experience or other relevant qualifications.
+ Relevant demonstrable experience of developing and leading commercial strategies and delivering procurement in the Services and Supplies (or similar) Categories.
+ A successful career in procurement, demonstrating category management experience and achievements delivering best value and efficiency via category solutions.
+ Detailed knowledge and significant relevant experience as a commercial professional. Delivering, advising and managing procurement exercises in compliance with public sector procurement regulations at pace, with focus and tenacity.
+ A comprehensive understanding Procurement Legislation (Public Contract Regulations and Defence and Security Public Contract Regulations) and the Procurement Reform Bill.
+ Demonstrable ability of using MI from systems to inform decision making and deliver optimum commercial solutions.
+ Experience of working at senior levels with internal and external stakeholders.
It would be even better if you had….
+ Familiarity with TPP programme of preparation for new procurement regulation regime (though access to TPP will be given to successful applicant).
