Full Job Description

The MBPR Portfolio will oversee all existing and emerging MBPR projects and programmes (with the exception of RT Renewal and ISO 20022 Readiness Programmes which currently have their own governance structures). To deliver the MBPR Ambition the MBPR Portfolio will focus on three key areas of change:

  • Continue to deliver planned "run" activities.
  • Strengthen what we can deliver in the near-term - e.g. projects supporting targeting risk reduction, process improvement, and improved data access and analysis.
  • Plan for MBPR's long-term future - A single MBPR-wide Target Operating Model (TOM) will be created, supported by TOMs for each Directorate., This role is a key position within the MBPR Portfolio. You will be responsible for the development and management of Commercial strategy for the Portfolio and for working across all teams to execute the various strategies to support success of the Portfolio.
  • To achieve this, you will need to understand the wider objectives of the Portfolio - and the business areas - to demonstrate credibility in your field and be able to influence others at a senior level. You will develop and maintain effective working relationships with a large number of stakeholders both internal and external to the Portfolio. The ability to balance pragmatism with a purist commercial approach where needed is essential. Number of direct reports: There are no direct reports associated with this role, however, the ability to lead in a matrix environment is essential and the role will require a very strong cross-department network., The role will be varied and the successful candidate will have experience independently shaping and developing their own role. Examples of responsibilities include:
  • Managing high value contracts across all MBPR business including third party system providers and business consultants contracted into the area focused on quality and value for money.
  • Acting as the main point of contact for regular quality reviews of supplier performance and leading on plans to remediate where needed. Monitoring of contract performance, budget maintenance, and lead on any dispute resolutions.
  • Responsible for identifying improvements in the commercial and operational relationship between the Bank and the supply chain, delivering "cost, complexity or risk out" or value add.
  • Creation, maintenance and accountable for all change control of the contracts or similar collateral that Govern the supplier relationships.
  • Developing and implementing MBPR wide commercial strategy.
  • Leading on Commercial Activity including extrapolating from Programme planning any third party supplier requirements and identifying both strategic and compliant routes for delivery. Working with the Programme office, key stakeholders & the Bank's central procurement team to ensure a robust and timely connectivity with forecasted costs and outcomes.
  • Supporting quality requirements through a consultative and coaching philosophy, enabling Programme team members to accurately acquire products and services that support the successful planning and delivery of MBPR Portfolio goals. Quality activity can be measured via the outputs of selected suppliers to meet both timescales and objectives. It is essential to interlock third party supplier delivery to Programme Office plans.
  • Leading Supplier Management Activity using existing Bank processes to identify the critical suppliers and assure the Programme of Supplier delivery confidence through proactive engagement plans. Working with key stakeholder owners of supplier delivery to construct, coach and deliver a proportionate approach to Supplier management in all areas of Programme expenditure.
  • Financial forecasting working with the Programme Office and finance business partner to identify third party supplier financial forecasts to allow the Programme to accurately manage budgets and forecast costs.
  • Commercial Advisory - Providing the Portfolio with Commercial advice on how to approach all Commercial matters in relation to delivery.
  • Aligning with other Bank transformation Programmes such that synergies are sought and achieved and a collaborative approach to assisting (especially Technology) suppler strategies.

    Extensive experience of managing high profile supplier contracts in excess of £10 million ideally within a financial services context.
  • Proven negotiation and relationship management skills at a Senior level.
  • Ability to lead and motivate staff on a matrix management basis.
  • Excellent communication and presentation skills, and work effectively with senior management.
  • High level of personal integrity, and the ability to professionally handle confidential matters and exude the appropriate level of judgment.
  • A thought leader, articulate, consensus building, and persuasive with a demonstrated ability to serve as an effective member of the senior management team and communicate information to a broad range of technical and non-technical team members at all levels of the organisation.
  • Desirable criteria:
  • Experience of Public Sector procurement.
  • Experience in Quality assurance.
  • Knowledge of MBPR business functions, systems and role within the organisation.

    Markets, Banking, Payments and Resolution (MBPR) is one of four Deputy Governorships in the Bank and plays a critical role in the Bank's mission to promote monetary policy and financial stability. It leads the Bank's sterling market operations, runs the UK's high value payments system, manages the UK's foreign exchange reserves on behalf of HM Treasury, and acts as the 'bank' within the Bank of England. It uses its presence, expertise and influence in financial markets to inform and shape the Bank's policy decisions and priorities and is home to the FinTech Hub to prepare the Bank for developments in financial technology. It is responsible for both the execution of resolutions when necessary and developing policy to make banks more resolvable both within the UK and internationally and to implement the resolution part of the post financial crisis agenda.
  • Sitting inside MBPR, the Strategic Change & Operations (SCO) directorate is central to the success of MBPR and the wider Bank. With around 120 staff, it works to devise and implement the operational strategy of the area and takes the lead on cross-divisional issues relating to: operational resilience; change delivery; business planning and oversight; challenge and mitigation of operational risk; people strategy including promoting diversity and inclusion; management and control of end-to-end business process and data flows in relation to market operations. The MBPR Portfolio - Fit for the Future ('the MBPR Portfolio") ambition is: to "equip MBPR to deliver on the Bank's mission in an increasingly complex world".

This role offers a salary of circa £106,080 - £136,000 (depending on skills and experience) in addition, we also offer a comprehensive benefits package as detailed below:
  • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
