The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.
MHRAs Criminal Enforcement Unit (CEU) is a multi-disciplinary function that sits within the Safety and Surveillance Group. The Group brings together into a single integrated structure devices and medicines safety expertise with criminal enforcement capabilities. The CEU takes action to protect the public by preventing, disrupting and detecting the illegal trade in human medicines and medical devices.
In public health terms, it is likely that the illegal trade in medicines is the cause of significant, often largely unreported, harm to the UK public. The MHRA is one of a very small number of regulators globally equipped with a dedicated criminal enforcement capability. The CEU works in partnership with cross-sector partners at home and abroad to defeat the illegal trade protecting the public and maintaining regulatory integrity.
The strategic aim of the CEU is to reduce or remove the criminal threat to the public from medicrime (medicines and medical devices-related offending). It does this by maintaining an accurate understanding of the nature and dimensions of the threat, and leading, supporting and coordinating innovative and impactful threat reduction interventions.
The CEU has five teams, each reporting to a Senior Manager, split between two Commands (Intelligence and Innovation and Investigation and Disruption) led by a respective head. The two heads of Command report directly to the Deputy Director Criminal Enforcement.
