The Cabinet Office is the centre of government. Its purpose is: to maintain the integrity of the Union, co-ordinate the security of the realm and sustain a flourishing democracy; to support the design and implementation of HM Government's policies and the Prime Minister's priorities; and to ensure the delivery of the finest public services by attracting and developing the best public servants and improving the efficiency of government.

Cabinet Office Digital (COD) is the Government Digital & Data (GD&D) hub for the Cabinet Office. Our vision is to enable the department through the provision of exemplary GD&D services, supporting the digital transformation strategy of the organisation and the back-office for the whole of the civil service.

We are creating a digital culture where user needs are at the heart of everything we build and through data democratisation, automation, governance, convergence and consolidation we will support creating a Better Cabinet Office of the future.

We are transforming ourselves to be even more effective and efficient in the way we service our users' needs. This exciting transformation programme will shape the organisation, our ways of working, our engagement model and our "delivery engine" enabling CO Digital to become a product centric organisation; delivering through a highly matrixed portfolio of projects and programmes. As both Digital Partner and/or Digital Delivery Partner we advise and assure business units and ALBs in developing their own GD&D capabilities, as well as taking on delivery responsibilities ourselves where relevant.

We have structured ourselves into eight critical functions to realise this vision - Product, Portfolio, Enterprise Services, Technology, Cyber, Data, Strategy & Digital Transformation and People & Business Services.

Our role is also to provide system leadership across central government in pulling together back office services. Collectively, we help support the Cabinet Office's priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public.

As Senior Delivery Manager, you will be accountable for the effective delivery of complex, high risk products and services. The role is similar to a delivery manager role, but senior delivery managers have more experience across a range of products and services, throughout the entire product life cycle, and have greater responsibility and accountability as the main point of escalation.

The Senior Delivery Manager role will be based in the PD&I Directorate and initially in the Interoperability OneData Programme team.

Within COD, the Platforms, Data and Interoperability (PD&I) directorate provides first-class platforms and services for over 400,000 civil servants, including recruitment, data analysis, skills and learning solutions.

The Interoperability programme includes the digital delivery of:

1. Government Skills Campus - enabling the Civil Service to identify skills and learning gaps in order to meet its business needs and helping employees to understand and enhance their skills in order to reach their full potential, by providing easy access to targeted learning and career development opportunities;

2. Staff Transfers / Movers - improving how civil servants move between roles in the Civil Service by delivering a staff transfer service that is fast, simple, consistent and provides an outstanding user experience and;

3. Central Employee Identifier & Integration Hub - providing a single unique identifier for every civil servant, connecting data held in different systems and using integration technology to enable data to be shared in a seamless and error-free way.

We need a talented delivery manager to join our COD Interoperability One Data programme, to help us transform the way back-office services work across the Civil Service. Our digital services are used by over 450,000 civil servants, covering key areas such as recruitment, payroll, learning and pensions. The delivery manager will join an ambitious build team, playing a pivotal role in improving how people and data move around the Civil Service so that we become able to rapidly deploy the right skilled staff where we need them most.

As a Delivery Manager, you'll work in digital teams to define the technology and data needed to transform government services and processes.

You'll have a vision for what good government services should look like, communicating this to both business and technology stakeholders, engaging closely with your build team colleagues to realise the vision.

You will ensure your project's overall technical design conforms to design principles, meeting user needs and acceptance criteria, delivering a quality solution within time and budget.

Using agile methods you will enjoy working collaboratively with departments and multidisciplinary teams. Above all, you are passionate about wanting to make the Civil Service better, driving forward transformational change for the benefit of all.

Responsibilities

The Senior Delivery Manager will join the Interoperability OneData programme which envisions a more flexible, efficient and effective Civil Service using technology to enable civil servants and data to move more easily across departmental boundaries. The programme has 4 projects, each designed to achieve a major improvement to how the Civil Service operates enabling us to better serve the public;

1. Government Skills Campus - creating the capability to analyse and use workforce data (such as skills, experience and knowledge) across Civil Service departments, professions and functions. This will enable improved workforce planning, resource deployment, capability building interventions, and business services.

2. Staff Transfers - improving how civil servants move between roles. This will involve simplifying, streamlining and automating processes for moving civil servants around government so that we have the right people where we need them quickly.

3. Central Employee Identifier - creating a unique identifier linked to each civil servant throughout their career which is used when interacting with business services (e.g. HR and finance). This will enable more personalised and integrated services that cross departmental boundaries.

4. Integration capability - introducing an API integration platform to enable assured and digitised data exchange between business services to drive automation and efficiency.

The Senior Delivery Manager will be embedded into one of the project teams as digital lead, working alongside product managers, business analysts, user researchers and designers, as well as collaborating with the architects on the other 3 projects. You will ensure that data and technology decisions are informed, feasible and aligned with standards and strategy. You will work together to ensure the 4 projects are aligned and that the programme is a success.
