Full Job Description

This role has a strategic focus, working with and on behalf of the Executive Director in setting goals, identifying opportunities, and allocating resources to achieve long-term success of the Central Operations directorate.

As the Senior Executive Support Manager, your role will involve leading and coordinating the operation of the Central Operations directorate to ensure efficiency and productivity, as well as oversee the delivery of the Central Operations strategy and transformation programme to deliver that strategy.

You will also be accountable for leading the business planning, budget preparation and budget management for the directorate. You will work closely with the senior leadership team to ensure business plans align with the bank's overall strategy and you will have overall accountability for reporting and managing operational and financial risks to the plan. You will be responsible for risk management, regulatory compliance, audit requests, colleague engagement and support the senior leadership team with recruitment and resource management across the directorate. You, alongside other members of the senior leadership team, will create an optimally sized function and maintain oversight of the headcount, ensuring it doesn't exceed budget.

This role requires a dynamic individual that can navigate a variety of senior stakeholder relationships both within and external to the directorate. You will also provide strategic and transformational capability to the Executive Director and senior leadership team and may be required to lead ad-hoc projects at times. You will report directly into the ED of Central Operations and work closely with the Private Secretary and PA. You may deputise for members of the Central Operations directorate leadership team as appropriate.

You will be accountable for a range of activities, with key responsibilities for:

o Acting as a key advisor to the Central Operations Executive Director, leading the formulation of, and contribution to the execution of the Central Operations strategy.

o Working with the Central Operations Leadership Team to identify, prioritise and seek investment for additional change opportunities that will transform the business whilst improving colleague experience, save money overall for the Bank and reduce risk to the organisation:

o Ensuring the benefits and the desired outcomes are achieved in this space, using clear KPI's to measure our performance.

o Responsible for leading some initiatives in order to ensure the transformation and planned benefits are delivered.

o Project management: the role-holder will have a strategic leadership role determining the relative priorities across Central Operations, and working with the Executive Director, Central Operations, have responsibility for defining the transformation portfolio to deliver the strategic objectives of the Directorate.

o Leading the Central Operations Transformation Oversight Group.

o Leading the governance, oversight and reporting of central operations transformation programmes.

o Acting as "go to" member of the leadership team, ensuring all new initiatives are aligned with the transformation agenda, and the Central Operations multiyear strategy.

o Leading the People agenda across Central Operations and the design and implementation of any changes to the Operating model.

o Developing a People vision and strategy for Central Operations, with detailed plan and deliverables, communicating a clear strategy in alignment with the overall objectives of Central Operations and the Bank of England.

o Working with the Central Services People Strategy Partner to deliver the People outcomes.

o Working with the CS2025 team, to deliver the new organisational and operating model for Central Operations, according to the requirements of the CS2025 programme.

o Lead and inspire high performing teams to achieve business outcomes and strategic objectives.

o Driving proactive strategic communications within and external to the Central Operations Directorate in support of the directorate objectives.

o Implement initiatives to enhance colleagues' engagement and satisfaction.

o Fostering a positive, collaborative, and inclusive team environment and work environment within Central Operations.

o Leading on cross-directorate issues relating to change delivery, business planning and budgets, oversight, and the promotion of inclusion and diversity.

o Leading the directorate's business planning process and 3-year planning horizon, to create a realistic, evidence-based business plan and KPIs, ensuring alignment with the Central Services strategy.

o Driving clarity on a firm set of business planning assumptions that help underpin financial and non-financial operating needs.

o Working cross-functionally with the CO senior leadership to develop and deliver the business plan and budget.

o Working closely with the CS business managers to provide insights on business plans.

o Providing strategic oversight and guidance on financial planning and budget management.

o Ensuring that operational and financial performance for Central Operations is in line with budget targets through budget setting, regular monitoring, and forecasting.

o Working closely with Finance to provide accurate and timely financial information to the CO Executive Director (CO ED) and CO leadership team (CO LT).

o Leading the aggregate single strategic view of operational performance, equipping CO ED and COLT with analysis to make prioritisation calls, enabling decision making.

o Analysing and monitor key performance indicators to ensure the smooth functioning of operational processes.

o Overseeing and optimising the performance and efficiency of operational processes.

o Leadership of the Central Operations operational performance team.

o Contribute to central operations wide people management through the running of talent management.

o Addressing employee concerns and support professional development.

o Cultivate a risk-aware culture across the Central Operations directorate.

o Identifying key operational risks to Central Operations objectives and raise these as appropriate with COLT to determine suitable mitigation plans.

o Acting as the key interface for the directorate risk and audit management activity with the wider Bank functions to ensure Central Operations meets the expectations set out centrally and interacts smoothly.

o Ensuring effective communication and collaboration across directorate.

o Developing and maintaining strong relationships with key internal and external stakeholders, engaging with other senior stakeholders from across the bank who work closely with Central Operations directorate (e.g., Finance, Technology, business area leads).

o Representing Central Operations in various forums and events.

  • Experience in a business manager or related financial or operational role within a complex organisation.

  • Proven ability in creating and implementing complex business plans, with the ability to think strategically and synthesise information from the relevant business areas and sources, provide accurate reporting, and to join up thinking across teams and areas.

  • Previous experience in a leadership position.

  • Expert knowledge of managing large financial budgets within both BAU operations and investment delivery settings

  • Positive leadership, employee engagement and motivation.

  • Adept at executive level communications, to governor level, through to individual colleagues. Experienced in managing risk, compliance, and audit.

  • Strong business focus and an excellent ability to manage strategic relationships; understand requirements and expectations and translate these into transformational deliverables with defined success criteria.

  • Track record of being able to work independently and influence others without direct management.

  • Excellent time management and organisational skills and able to cope with pressure and fast paced situations., Knowledge of the Bank: the role holder will be required to recognise structural efficiency savings within the organisation, and hence require a demonstrable understanding of the Bank's structure, values, and objectives. The role holder will also require understanding of local sub-cultures of its major business functions.

  • This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

    This role offers a salary of circa £85,800 - £98,000. In addition, we also offer a comprehensive benefits package as detailed below:
  • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
