Full Job Description

+ Provide comprehensive and timely project management aligned with ICS needs, managing the full lifecycle, reporting progress, and addressing risks and issues.
+ Deliver significant projects to improve healthcare access, experience, and outcomes for patients and the public, utilising knowledge of population health management.
+ Work with colleagues and subject matter experts on strategic planning, design, and delivery of projects, and strengthen links with teams across Norfolk & Waveney ICS.
+ Demonstrate and present knowledge of Population Health management through interactions with Health & Care providers.

Working for our organisation
Health and care services in Norfolk and Waveney are working closely together to further improve services and provide more joined-up care for local people. In Norfolk and Waveney, we have already achieved a lot by working in partnership to improve health and care outcomes. This partnership and organisation dedicated to making sure that organisations work together for the benefit of our residents, staff and communities is an important step change, helping to create positive differences to local people and joining up health and social care. This is the culmination of many years of effort to build partnership working across the NHS, local authorities, the third sector and patient groups., + To manage the day to day activities of the PHM team to deliver an effective, reliable and adaptive service.
+ To support strategy projects related to ICSs strategic priorities and the delivery of the NHS Long Term Plan, NHS Joint Forward Plan & PHM Strategy.

+ To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of ICS.
+ To ensure all public and patient contact is of the highest professional standard.

Key Functional Responsibilities
Project Management
+ Managing the set-up and delivery of projects, working with colleagues and subject matter experts on the strategic planning, scoping, design and the delivery.
+ Deliver significant projects for the ICS that supports system transformation and delivers corporate transformation across the new operating model.
+ Manage the whole lifecycle of a project, reporting on progress and
managing risks and issues, escalating where necessary to the project
board.
+ Support organisational change and the uptake of initiatives that support
excellence.
+ Ensure benefits are identified, understood, measured, tracked and owned.
+ Demonstrate flexibility and support new programmes and projects where necessary.
Analysis & Judgement
+ Identify options using agreed criteria and use initiative to test solutions in advance.
+ Contribute to the development of key performance indicators and
milestones for specific projects.
+ Interrogate and analyse, sometimes highly complex, information to support the delivery of clear project reporting and project outcomes.
+ Write and submit regular project reports for the programme board showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist.
Communication
+ Provide additional support to the wider project management team through working flexibly to directly assist other projects where they may be a subject matter expert or through research and development and delivery of materials as required.
+ Provide expertise of best practice change and project management
methodologies.
+ Communicate, engage and build relationships with key strategic policy
makers to influence the development of strategy and policies.
+ Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits where there may be contentious decisions to be made around performance or finance etc.
+ Forge close working relationships across the organisation to facilitate an
effective matrix style approach to delivery of projects and programmes
of work.
Financial and Physical Resources
+ Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis.
+ Budget holder for specific projects, tracking and reporting on spend.
+ Monitor and manage the budget effectively, acting in accordance with organisational financial policies and procedures.
+ Constantly strive for value for money, ensuring financial balance is achieved.
+ Provide financial updates as required.
People Management
+ Responsible for recruitment of new team members.
+ Responsible for undertaking Personal Development Review and personal development of team members.
+ Lead multi-disciplinary teams and manage interactions between other internal functions as required.
Information Management
+ Drafting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for the Senior Team.
+ Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project 'products'.
+ Analyse, interpret and present data to highlight issues, risks and support decision making.
Policy and Service Development
+ Works within organisation and national guidance, interpreting national guidance relevant to the project and acting a subject matter specialist within the specific project area.
+ Develop standardised operation processes and procedures for projects, and work with senior team members to develop project management policies that apply across NHS England/Improvement.
+ Keep patient interest at the centre of all activities and involve patients and public in policy development and project and programme delivery where appropriate.
Research and Development
+ Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
+ Co-ordinate project initiatives, delegating as appropriate.
Planning and Organisation
+ Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.
+ Contribute to short, medium- and long-term business plans, achieving quality outcomes.
Key Working Relationships
+ Operate effectively in a flexible and demanding environment and proactively engage with key stakeholders.
+ Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required.
+ Communicates and provides highly complex information to a wide range of internal and external stakeholders. (verbal, written and numerical)
+ Work and engage constructively with stakeholders on a range of issues.
+ Nurture key relationships and maintain networks internally and externally.
+ Ensure close liaison with the Communications and Stakeholder team on public relations and marketing activities.
+ Apply a structured project management approach and methodology in relation to project management.
May deputise for senior staff as required.

Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role they should have a safe and suitable place to work with Broadband access and space for a desk, chair and monitors. At interview a discussion will take place between the recruiting manager and the candidate to ensure they are clear on what is expected.

We are looking for a highly motivated and forward-thinking individual. You will have excellent organisational and people skills and the ability to work with and influence staff within and outside of the ICB.
You will operationally lead the ICSs Population Health Management Programme delivering on our priorities in line with our PHM Strategy which align with the ICS's five- year joint forward plan.

NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney - a total budget of £2 billion a year.
