Full Job Description

To lead and direct the management of all aspects of pre, real time and post possession delivery and associated activities. Minimise Schedule 8 budget exposure and service disruption through effective possession management. Facilitate the safe and efficient delivery of maintenance, renewal and enhancement portfolios.

About the role (External)

1. Lead, direct and provide guidance to the Operations Delivery Managers and Delivery Specialists in the safe and efficient delivery of possessions, associated productivity, resource and work activities.

2. Lead the implementation and support development of possession delivery risk mitigation plans, to include Safe Work Packs, Emergency Occupations, Operational Close Calls, audits and other operational activities.

3. Make real-time prioritisation decisions within designated authority, escalating as required.

4. Lead the development, resourcing and implementation of robust possession contingency plans through liaison with all stakeholders including possession support teams, Incident Officers, Control and Electrical Control Rooms.

5. Manage and maintain an effective working partnership with the Maintenance, Infrastructure Projects and other works deliverer teams and functions so that works activities deliver outputs required for possession delivery.

6. Manage and comply with Company procedures to provide appropriate resources, communication strategies, competency training and evaluate fitness of staff to safely deliver their accountabilities.

7. Maintain compliance with competency assessment systems and all relevant Company and Group Standards.

8. Manage the conduct of local and formal investigations into possession irregularities and safety incidents.

9. Take the lead on interfaces and optimise the use of internal and external suppliers of possession support resources.

10. Identify and implement safety quality and efficiency KPIs and improvement initiatives.

· Relevant successful experience in a front line delivery management role

· Ability to demonstrate leadership and people development skills

· Knowledge of possession safety rules and regulations

· Knowledge of relevant railway geography and network capability

· Knowledge of factors and activities critical to efficient possession delivery

· Demonstrable ability to work well under pressure

· Local and formal incident investigator competencies

· Proven analytical skills

· Ability to demonstrate commercial awareness

· Experience of investigatory skills (Root Cause Analysis)

· Successful experience in managing customer needs and requirements

· Understanding corporate governance e.g. procurement rules

· Understanding of company's obligations in relations to ORR

· Understanding railway industry structure and responsibility
