Full Job Description

The Senior Performance Advisor role will have expert technical ability in performance assessment and analysis. The role proactively liaises with senior colleagues to ensure business intelligence questions are identified and answered, and that high-quality performance conversations take place, both within functional leadership teams and amongst Essex County Council's (ECC's) most senior Executive and Political Leaders.

The Senior Performance Advisor supports ECC's Corporate Leadership Team and Strategic Board to build their understanding of ECC's performance and impact and to take steps to improve performance using evidence, data and intelligence.

The role also supports ECC corporate business functions, providing advice to senior leaders on strategic performance management, helping them to learn from good practice in other places, sectors and industries, and to drive performance across corporate functions.

The role will include…

  • Working with teams of data developers, performance officers and BI analyst and will matrix-lead projects to provide the best quality analysis and advice, often using complex analytical techniques.

  • Providing advice to senior leaders on strategic performance management, helping them to learn from good practice in other places, sectors and industries, and to drive performance across corporate functions.

  • Working collaboratively, to understand Leaders' requirements, and identifying where performance insights can inform business decisions, drive improvements or shape future plans.

  • Leading multi-disciplinary 'delivery' teams of colleagues from across Strategy Insight and Engagement in order to deliver complex pieces of work, gather insights and support the development of new mechanisms to assess impact and measure performance.

  • Supporting strategic reporting at the corporate level, supporting Strategic Board deep-dives into key issues.

  • Providing Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.

  • Producing high quality analysis that draws on a range of sources and uses the most appropriate medium to visualise data to tell compelling and actionable stories with clear recommendations to improve outcomes for local people or organisational effectiveness.

  • Ensuring performance management information is timely and robust is used to strengthen accountability across the organisation.

  • Enabling data to be accessed by colleagues through the development of 'self-serve' capabilities.

    Educated to degree level or equivalent by experience.

  • Evidence of continuing professional development and expert knowledge in relevant professional area.

  • Significant experience in successfully delivering high quality, complex interpretation and analysis of data that impacts on strategic decision making - within local government or a public sector setting is desirable.

  • Extensive experience of carrying out complex projects that have made tangible improvements, as well as identifying opportunities for data and analytics to solve business problems and inform future strategic direction.

  • Knowledge of governance requirements around quantitative and qualitative research methodology, including excellent working knowledge of the Data Protection Act.

  • Experience of leading teams within a matrix-management approach, outside of traditional line management arrangements.

  • Demonstrates excellent awareness and understanding of the practical implementation of the Data Protection Act.
