At HM Revenue and Customs (HMRC) we make sure money is available to fund the UK's vital public services and assist people with targeted financial support.
Data Analytics Team (DAT) forms part of the Analysis function within HMRC's Risk and Intelligence Service (RIS) Directorate. DAT provides analytical expertise to policy and compliance partners across multiple business areas. We interrogate complex data to first understand it, and then to provide insight on compliance risks and shape new compliance capability.
DAT uses data analytics for a variety of tasks:
+ Identifying and predicting patterns of customer behaviour.
+ Identifying and prioritising risks to the tax system to inform strategic and tactical decision making.
+ Providing analysis and insight to help decision makers understand emerging trends and changes to customer bases.
The Portfolio Management Office (PMO) sits within the Data Analytics Team (DAT) reporting to the Head of PMO., As a Senior Portfolio Analyst, you will be responsible for overseeing a diverse digital, data and intelligence portfolio ensuring alignment with HMRC strategic objectives and compliance priorities, working in partnership with project teams and stakeholders to deliver high quality outcomes with defined benefits., + Establishing and maintaining governance frameworks for the delivery of projects across DAT, defining clear roles and responsibilities, aligning accountabilities with HMRC standard frameworks.
+ Monitor the effectiveness of governance frameworks, implementing change control to support continuous improvement.
+ Ensure visibility of project delivery through overseeing the Planning & Prioritisation function of DAT.
+ Accountable for monitoring the effectiveness of our Portfolio Management Application to track project delivery against key milestones.
+ Support the building of project delivery capability through assessment of organisational maturity, taking an enterprise approach to standard setting.
+ Support long term workforce planning through effective monitoring of resource utilisation and capacity planning.
+ Monitor project delivery performance through developing a suite of KPI's, utilising Power Bi for reporting internally within DAT Senior Management Team and meeting reporting requirements to RIS SLT.

Interview
During the panel interview, you will be assessed on Experience, Behaviours and a Technical presentation. You will be asked to complete a 10 minute presentation covering an example where you have used your knowledge of portfolio management to critically assess the alignment of projects with the strategic objectives of an organisation.
Interviews will take place via video link.

We are looking for someone with a strong understanding of portfolio management and a proven ability to apply industry-level standards across large, complex portfolios. The ideal candidate will have experience in prioritising initiatives to align with strategic objectives, as well as in gathering and presenting project delivery progress in management dashboards, using exception-based reporting where appropriate. You should be comfortable conducting assurance activities within a digital and data-driven portfolio, supporting decision-making and effective change control.

+ Management of Portfolio Practitioner, or willingness to work towards
+ Experience of Planning & Prioritising projects, ensuring alignment with strategic objectives
+ Experience of co-ordinating reporting and performance analysis at a project or Portfolio level
