Full Job Description

As Senior Programme Procurement Specialist you will be responsible for managing the commercial delivery of framework supplier arrangements and assurance of policy, process and systems operations across all Projects in the Programme. You will assure consistency in all aspects of procurement across the Programme and build and liaise closely with each project commercial team. As Senior Programme Procurement Specialist you will develop and implement an effective and efficient procurement and supply chain management programme which ensures compliance with requirements and promotes best practices. Working closely within the Delivery Partner commercial team and across the projects you will also be responsible for providing commercial assurance of procurement activities and be responsible for development and maintenance of SRM measures and reporting for the programme and supporting the Programme Commercial Director in meeting the programme goals/objectives. A key contact for liaising between internal and external customers/stakeholders to ensure appropriate dissemination of commercial information, guidance and reporting. Responsibilities:

  • Delivery of the commercial assurance activities across the programme in respect of consistency and best practice approaches to subcontract procurement in a security sensitive public sector environment . Specifically: procurement strategy, supplier relationship management, policy, processes and systems (ERP), implementation of standard forms of subcontract, contract management plans, framework management
  • Oversight of development and management of project supply chain plans to ensure value for money and delivery excellence
  • Review and management of functional reports in projects through a matrix structure
  • Lead and Implement supply chain management systems and procedures on projects and ensure compliance with the programme level commercial requirements
  • Oversight of contract development and management - including management of change - for projects
  • Manage commercial governance process and procedures to meet project assurance requirements
  • Close liaison with other Project Commercial teams and the Programme Commercial Director
  • Assessing, managing and reporting programme and project commercial risks
  • Oversight and challenge of Key Performance Indicators (KPIs) in line with programme commercial objectives
  • Support the programme Commercial function in the development and execution of framework and other contracts

    Ideally degree qualified in Business, Quantity Surveying, Construction Management, Engineering or other relevant discipline
  • Chartered (Preferably CIPS or RICS) or equivalent Preferable to have experience in procurement of nuclear-grade plant, equipment, works and services (or equivalent) Experience of ERP systems, P2P and their application in a programme/project environment including implementation of efficiency improvements as well as day to day operation Experience of management reporting applications such as Cognos, PowerBI, etc. Proven experience in a senior commercial delivery role Major project delivery - primary working experience as a prime contractor rather than a client-side consultant Experience of working collaboratively project/programme/client environment Currently hold SC or prepared to go through the SC process. Additional Experience: Client facing/ Client management experience. Managerial abilities and good communication skills, both oral and written Demonstrated ability to establish, implement and monitor high standards of excellence in areas of quality, safety and operational performance. Understanding the levels of scrutiny involved in spending public money Working knowledge of NEC3/NEC4 suite of contracts Strong written and verbal communications skills. Proficiency in Microsoft Office programs (Word, Excel, Outlook, Powerpoint). Subcontracts range in scope, discipline and value ranging from design, development, manufacturing/ fabrication, construction, operations and decommissioning as well as services. Subcontract values range in value with the values in the order of tens of millions GBP. The person in this role is also expected to support or lead as necessary to drive efficiencies and improvements in circumstances of growth of volume of work including coordination of lessons learned and best practices across all of the Projects in the Programme. The expectation is for the individual to have appreciation of working in regulated environments (e.g. ONR, EA, etc.) and demonstrate a track record of implementing change amongst a complex set of stakeholders . It is also expected that the individual will be involved in creation of new policies, procedures and practices and update of existing management systems as needed
