Full Job Description

You will be joining the National Specialised Commissioning Team on a high profile, complex transformation change programme necessitating dedicated management and oversight including close working with several critical partners, providers, and other stakeholders. In April 2024 the Cass Review delivered its final report on changes needed to improve NHS services for children and young people with gender incongruence. The Government and the NHS have committed to implementing the Cass Review recommendations. The programme has made considerable progress to implement the Cass Review recommendations in introducing a fundamentally different model of care and to expand the gender service provision including the first phase of establishing new children and young people's gender services. You will drive change through your programme and project management skills so the programme can deliver the following priorities:

  • Support the newly opened children and young people's gender services
  • Commission additional regional service providers
  • Develop a final service specification, making sure this is in line with the recommendations from the Cass Review
  • Publish a service specification that defines access into the new children and young people's gender services
  • Support the design of new service specifications for adult gender services, You will support the Gender Programme in managing the process for implementing transformational change, and design and implement new delivery models and pathways for specialised services including:
  • Managing specific programmes of work within the team and specific projects, ensuring delivery in accordance with a structured project plan.
  • Supporting the team in translating NHS England priorities into specific commissioning strategies, processes, enablers and development for the direct commissioning function; this may include programmes of work to achieve service and pathway design; service reconfiguration; quality improvement initiatives; new models for commissioning; and the re- alignment of service planning and service delivery with national strategy, policy and priorities.
  • Representing the team at meetings within NHS England and externally; the post holder will be required to provide verbal and written reports to groups of colleagues (including established committees) within NHS England and to external stakeholders.
  • Supporting the team in gathering intelligence and reporting to the team on emerging relevant strategy and policy across government, regulatory bodies, NHS England, the wider NHS and the social care system.
  • Writing complex documents including business cases; reports (that may include the outcome of detailed analysis); options appraisals (that can describe sound methodologies); and public facing literature., NHS England hold a Sponsor Licence; this means that we may be able to sponsor you providing the Home Office requirements are met. To be eligible for sponsorship through the Skilled Worker route you'll usually need to be paid the 'standard' salary rate of at least £38,700 per year, or the 'going rate' for your job, whichever is higher.
