Full Job Description

The Schools Financial Services team is seeking a Senior Statutory Officer to ensure the effective operation of key financial controls within local schools. In this pivotal role, you will provide essential statutory support and financial advice to Headteachers and Governors, assisting them in meeting their financial responsibilities. Your responsibilities will include developing and managing the financial assessments for Headteacher recruitment, overseeing traded, statutory, and discretionary services, and supervise the auditing of voluntary funds.   • Key Duties:
  • Effectively supervise a team of Officers to deliver the activities outlined above, taking into account the principles of IiP, Customer Care, Equal Opportunities and Health and Safety.

  • Support and advise Headteachers, Governors, finance staff and colleagues in respect of statutory returns, ensuring compliance with Local Authority and DfE financial controls.

  • Manage the planning, timing and analysis of the receipt of all returns from schools, designing and adapting processes as necessary.

  • Manage the reconciliation procedures relating to the Local Authority's control accounts, ensuring completeness and accuracy at all times, in line with corporate requirements.

  • Plan, co-ordinate, manage and moderate the programme of compliance visits and follow ups to schools ensuring the predefined procedures are followed, ensuring schools receive timely reports.

  • Manage, develop and moderate Year End audits on Schools' Voluntary Funds, check accounts and sign off with a certificate.

    Financial qualification or experience working in a school finance department

  • Proficient use of IT including Microsoft Office packages, especially Excel

  • A good understanding of national and local policies, financial controls and procedures

  • Strong customer relationship skills

  • Research, analytical and interpretive skills

  • Ability to travel to any school across Kent
