Full Job Description

As a Senior Surveyor, you'll thrive on promoting health & wellbeing and the capacity of vulnerable disabled people to live independently, either in their existing homes through the provision of adaptations or to facilitate a move to more suitable housing., The Health and Housing Service aims to promote the capacity of vulnerable disabled people to live independently, either in their existing homes, through the provision of adaptations, or to facilitate a move to more suitable housing through a priority award for re-housing. You will manage your own caseload, process Disabled Facility Grant (DFG) applications in private properties and delivering adaptations in Leeds City Council properties. You'll will be able to assist some of the most vulnerable people in Leeds and get to see the significant difference you and the team have made to the quality of their lives. As our next Senior Surveyor, you'll take a instrumental role for the surveying function within the adaptations service. You will contribute to wider service priorities relating to facilitating moves to alternative housing options and minimising delayed hospital discharges. The role is integral to our Health & Housing team to deliver an effective service that generates value for money and helps achieve wider Council priorities., As a member of Health & Housing, to contribute fully to the overall management, direction and workload of the Service in achieving its policies, strategies and operational targets. To be specifically responsible for the delivery of home adaptation projects and services for the benefit of the client group of the service.,

  • To be accountable for the safety of staff, service users and contractors in accordance with Legislation and the Council Health and Safety Policy.
  • Work flexibly as required to meet Directorate and Corporate priorities.
  • To promote the ambitions and values of the Council with staff.
  • To fully contribute towards the operation, development and direction of the Health & Housing Service in achieving its policies, strategies and operational targets.

  • To comply with the Council's Contracts and Financial Procedure Rules and contract procurement procedures for all projects and programmes managed.
  • To ensure accurate interpretation and dissemination of legislation, National and Local rules and conditions to maintain consistency of decision making.
  • To maintain and demonstrate an in-depth knowledge of housing matters, construction in all its guises, especially adaptations, and a commitment to all the aims and ideals promoted by the Council, particularly customer and client care.
  • To provide information to management on an accurate and structured basis to enable cash flows and financial management targets to be achieved or amended as may be required.
  • To contribute to the operation of effective systems, education and controls to effect the collection of the required financial data, in association and consultation with other officers of Health & Housing Service.
  • To display a high degree of self-motivation, commitment and time management.
  • To contribute to self-development to enhance performance utilising the Staff Appraisal scheme and other appropriate methods., Understand and embrace Leeds City Council Values and Behaviours and codes of conduct

    As a Senior Surveyor, you will bring to the role:
  • Knowledge of services, understanding of needs for disabled people and those in housing need.
  • Ability administrate adaptations and Disabled Facilities Grants, draft designs using CAD, comprehensive building schedules & specifications and issue these to contractors in order to identify and remove physical barriers within the client's home & built environment.
  • Full driving licence., Ability to identify and implement change programmes, improve service quality and support a culture that drives up standards and performance.
  • Ability to think creatively and to solve problems in a constructive way.
  • Ability to manage complex programmes and projects.
  • Ability to work to strict deadlines with conflicting priorities and to manage personal work and time effectively.
  • Ability to access and interpret local/national strategy and communicate this quickly and effectively to all interested parties
  • Able to prepare clear and concise written reports and correspondence.
  • Able to take measurements, calculate quantities, assess costs and assess numerical and statistical information.
  • Experience with CAD, Microsoft products and databases.
  • Familiar with the principles of using plain English.
  • Understanding of appraisal and evaluation techniques.
  • Understanding of change management principles
  • An understanding of the roles and responsibilities of the Directorate and other key agencies and stakeholders in the city.
  • A working knowledge of the Council's Values.
  • Knowledge of Governance requirements and the Council's policies and procedures that would apply to the Division and the wider Directorate.
  • Knowledge of the Council's decision-making processes
  • Full driving licence.
  • Of working effectively with internal and external partners to lead strategic partnerships and programmes and deliver cross sector or cross service projects to achieve positive outcomes.
  • Of communicating appropriately with a wide range of people, through a variety of different methods and gaining the commitment of a range of stakeholders/influencing views and behaviour to meet set objectives.
  • Able to carry out full surveys of houses including in areas with restricted access.
  • Experience of housing alterations and improvements.
  • Experience of employing contractors and supervising works
  • Of developing services to meet continuously changing needs.
  • Of managing in a political environment and working on politically sensitive issues.
  • Of aiding with the control of significant budgets and achieving budgetary targets Of driving service improvement through the provision of advice, support and challenge.
  • Experience of adaptations for disabled people.
