Full Job Description

The primary purpose of this role will be to ensure that the Parliamentary Maintenance Services Team complies with all relevant statutory maintenance regulations in addition to acting as Parliament's Responsible Person for Legionella management and acting as Parliaments' Deputy responsible person for asbestos management. The role will proactively identify issues, take corrective actions, make recommendations for resolution, escalating non-compliance issues promptly and appropriately.

Some of the responsibilities for this role include:

  • Take responsibility for developing and ongoing monitoring of arrangements for effective Legionella Management including managing the Parliamentary Legionella Management plan and ensuring current operational practices reflect current Legislation and guidance.

  • To assist with the management of the estate wide confined spaces and roof access management plans including ensuring appropriate safe working practices are in place.

  • Carry out monthly audits to ensure that all statutory maintenance is identified and recorded on PMSTs work management system and monitored for 100% compliance, including investigation of escalation of non-compliances.

    Legionella Management (BOHS P901, P903) or a specific City and Guilds relating to legionella management.

  • Asbestos Management (BOHS P405, S301, W504, P407, D407)


  • To be successful in this role you will demonstrate:
  • Demonstrate an in-depth knowledge of building services related to statutory legislation and its application and compliance regimes.

  • Extensive experience and knowledge of managing asbestos and legionella issues in large buildings or estates.

  • Proven ability to demonstrate experience in managing contracts including contract specification, procurement, and compliance monitoring.

  • Ability to engage with a variety of people and adapt style and content to meet audience needs whilst upholding the values of equality, diversity, and inclusion., Disability Confident

    Parliamentary Maintenance Services Team (PMST), within In House Services (IHS), consists of approximately 115 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords) buildings, engineering systems and furnishings in order to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century., The salary is inclusive of a Market Sector Allowance of £3,500 per annum for a period of two years. Please note that most job offers will be made at the minimum of the salary range, other than in exceptional circumstances.
