Full Job Description

Our exciting Council Tax Reform Programme is aimed at developing the Agency’s capability to utilise modern mass methods of valuation and appraisal. This supports policy decision making at National Government level.
The role will also support new work following the Welsh Government undertaking a consultation exercise leading to an ambitious package of new Council Tax reforms. This includes Appeals Reform into Wales and a Council Tax Revaluation in 2028. Further reform is likely to evolve in the future and may take an exciting or different path.
The role will involve working with colleagues from a range of analytic, non-analytic, valuation and non-valuation backgrounds in the Information Data and Analysis Directorate and the wider VOA. You will be responsible for developing and creating guidance for new work processes as well as providing ongoing support. The role will also include monitoring compliance and quality of new work processes, analysing the data and identifying areas for improvement.
If you are interested in working with key stakeholders, both within the Agency and externally, to develop your valuation skills, digital tools, and use of data to employ the latest valuation techniques, then we would like to hear from you., + Support the development of Council Tax (CT) Revaluation Products by creating guidance for new work processes.
+ Work closely with Operational teams to embed processes and gather feedback to enable continuous improvement suggestions to be captured, evaluated, shared, and implemented.
+ Identify, review and communicate the Programmes requirements and translate these into business needs to create workforce plans to maximise efficiency and to manage and mitigate potential risks.
+ Use managerial skills combined with policy or technical expertise to make sound and balanced judgements to identify opportunities for data improvement as well as mitigating risks and successfully collecting sufficient data.
+ Create and promote an inclusive working environment that values everyone for their individual contributions.
+ Engage and support Operational teams through the changes introduced by the CT Reform Programme. Essential Requirements

+ Excellent understanding of Property Attribute Data and how the data interacts with Automated Valuation Models.
+ Experience of writing scripts and ‘how to’ guides and the process of embedding into teams.
+ Ability to analyse and assess a wide range of complex information and present this to wide range of audiences that is clear and understandable.
+ Understanding of MI (Management Information) data and ability to interpret.
+ Excellent leadership skills and ability to deliver key targets to tight deadlines while meeting expected standards and quality.
