Full Job Description

Reporting to the Head of Facilities the Technical Services Manager will be responsible for the professional management of the operations of the engineering services at the UK and International CMS CMNO offices., Ensuring all mechanical and electrical engineering services are delivered to an exceptional standard by internal teams and service partners. Specific responsibility of critical services and life safety systems. Confirming compliance with all Health & Safety legislation, inc. but not limited to, safety audits, inspections and testing. Supporting the development of internal processes, documentation and knowledge sharing via the Health and Safety Management and other CMS systems. Working alongside other CMS teams to manage designated projects from a technical point of view. Ensuring coordination of shared resources, common activities and other dependencies across projects. Delivering technical areas to agreed timelines and budgets. Regular reporting and accountability for energy data to management and COSO around activities and KPIs/metrics as agreed. In addition, the Technical Services Manager will be a leading member of the Facilities Team and this role requires outstanding communication and relationship management skills. Need to Do

  • Oversee and take responsibility for the operational teams and service partners to deliver technical operations and maintenance at the UK CMS offices through leadership, technical knowledge and strong relationship management.
  • Financial responsibility for the Technical Services area, including preparation and management of quarterly financial reporting and annual budget setting.
  • Ensure knowledge, compliance and oversight of the following areas:
  • o All systems are fully operational and compliant. This shall specifically include but not be limited to HV/LV network, BMS, GSHP, Fire Alarms, UPS, PA/VA, Lighting Controls and Lifts (where applicable). o Providing strong guidance and technical advice to ensure all maintenance is completed in a professional manner and in accordance with the computer aided facilities management (CAFM) system. o The operation of the electrical network to ensure all systems are fully operational and maintained to a high standard. Support the annual High Voltage maintenance shutdown ensuring all departments are informed and systems are isolated for the optimal amount of time. o BMS system - Ensure all plant is operating at its optimum setting for energy efficiency whilst meeting the operational requirements of the UK CMS offices. o Regular reviews of the alarm monitoring process to ensure the correct criticality is applied to alarms and that all alarms are registered and investigated correctly. Regular reports identifying alarm activation, operating times, energy use, plant adjustments and recommendations on how to improve the control of the services for the building and grounds. o The building teams managing the issuing of permit to works process, monitor the flow of PTW's and provide recommendations to improve the process to ensure full compliance is being achieved. o Working closely with the Service Partner Contract Manager to keep aware of the day-to-day co-ordination of planned and reactive maintenance of the UK CMS offices. CAFM system correctly used to capture all activities and maintenance information. Assisting in the creating management reports from the CAFM system on maintenance activities to identify areas of fault trends, efficiencies and operational improvements. o Drive change to ensure all current processes meet current standards, ensuring full legislative compliance. Oversee the annual inspection and testing requirements to ensure UK CMS offices comply with all standards. o Ensure operational, planned and reactive maintenance activities are effectively scheduled and undertaken on time and in accordance with Statutory Legislation o Ensure compliance with all Health & Safety legislation and Company Health & Safety practices and procedures. o Review plant and system performance, highlighting solutions and remedies in unsatisfactory areas o Management of associated budgets and all capital replacement and lifecycle overviews o Support Premises team projects with all associated Hard FM guidance and expertise o Support the roll out and training of staff to promote safe systems of work for all tasks.
  • Support the wider CMS teams technical Sustainability. Providing technical guidance on:
  • o Energy Management & Reductions. o Improved data & monitoring management reporting. o Building Management System improvements and reporting. o Building improvements and innovations. o Maintain accurate records for CMS's ESG submissions, along with identifying energy savings opportunities for all locations. Use this information to report to Head of Facilities and on a regular basis.

  • Engineering Management experience at a senior level and a track record of delivering performance/service improvement.
  • Experience in both setting and control of annual budgets relating to all site Hard Services expenditure.
  • A recognised Engineering/ Mechanical or Building Engineering qualification
  • Minimum 5 years- experience in a similar role
  • Experience of successfully delivering against contractual targets, PM schedules and KPI's
  • Extensive experience of delivering and improving performance against contractual SLA's
  • Extensive experience of managing and delivering improvements through the supply chain engineering service contracts
  • Asset Management experience of administrative, contractual and financial aspects of a facilities management contract.
  • Ability and confidence in the operation of MS Office.
  • Excellent, clear and confident written skills, presentation skills and report writing. To include monthly performance reports.
  • Take the lead role in introducing ways of working changes
  • To take responsibility for the overall performance of the Technical Services team
  • Ensure operational, planned and reactive maintenance activities are effectively scheduled and undertaken on time and in accordance with Statutory Legislation
  • Ensure compliance with all Health & Safety legislation and CMS Health & Safety practices and procedures.
