Full Job Description
An exciting opportunity has arisen for a Development Approvals Senior Technician within the Infrastructure Planning Team in the Environment and Transport Department. We are looking for someone to assist in the technical approval of third-party highways and transportation schemes in the Development Approvals service, to ensure compliance with current standards whilst facilitating development and encouraging economic growth. To assist in the investigation of pre-application enquiries and planning applications and the preparation of observations and recommendations to Planning Authorities. To provide advice to site inspectors during construction of works and to assist with continuous improvement of systems, processes and working practices. About the Role This role will involve working in the Development Approvals service, working alongside colleagues in the Infrastructure Planning team. You will be responsible for providing technical advice on developer funded adoptable highway infrastructure (delivered under s38/184/278 of The Highways Act 1980) and to ensure submitted designs comply with the Leicestershire Highway Design Guide, offering guidance and support where necessary so that technical approval can be achieved. You will be responsible for dealing with highway adoption enquires from a variety of sources and liaising with relevant district and parish councils over development related queries and requests, We are keen to support employees to balance their working life with other commitments. - A BTEC Higher in Civil Engineering or equivalent qualification, or evidence of continued learning and development, plus demonstrable experience as identified below.
- Working in an engineering setting, in relation to design, management, maintenance or administrative processes
- Thorough knowledge of one of the following: + Road construction and design processes, + Planning or construction of new development, + Highway Law and Adoption procedure.
- Knowledge of current legislation, policies and procedures; Highways Act, NRSWA, CDM and current Highway design standards,
- Ability to build positive relationships with developers and partners, creating open and transparent relationships based on trust, offering a customer focused approach.
- Ability to work with accuracy and detail on technical work, follow established procedures, and apply professional judgement in applying the Council's design standards,
- Be able to work to tight timescales and to agreed targets You must also have an understanding of, and commitment to, equality, diversity and inclusion.
