Full Job Description

An exciting opportunity has arisen for a Senior Technician within our Highway Control Team at Leicestershire County Council. As a Senior Technician, you'll support with (but will not be limited to)

  • Assist with and carry out surveys, investigations and the preparation of plans, calculations and documentation for the preparation of programmes of highway drainage and flood alleviation works.
  • Assist in investigating highway flooding incidents and producing reports to support the Council's statutory duty under the Flood and Water Management Act and the Highway Act 1980.
  • Provide flood risk advice to colleagues, partner agencies, developers and members of the public.
  • Carry out site meetings, to deal with all aspects of enforcement on privately owned watercourses, meet with residents, contractors, developers and land owners affected by flooding.
  • Respond to customer enquiries including liaison with insurance regarding claims.
  • Support preparation and maintenance of highway records, asset registers and inventories.
  • The nature of the work may involve you carrying out work outside of normal working hours at various locations across the county therefore you must be able to travel to locations across the County as required., We are keen to support employees to balance their working life with other commitments.   • BTEC Higher / NVQ level 4 in Civil Engineering or equivalent qualification, IOSH or equivalent H&S qualification OR demonstratable evidence of relevant skills, experience and continued learning and development.
  • Experience of working in an engineering setting, in relation to design, management, maintenance of construction processes on civil engineering or highway maintenance projects. This will include highway design specifications, construction techniques, maintenance standards, and CDM 2015 with regards to primary duty holders' responsibilities.
  • Experience of collaborative working with key stakeholders to ensure smooth delivery of project briefs and of liaising with members of the public and other stakeholders, including verbal and written communication alongside production of documentation for insurance reports, meetings, and presentations.
  • Good knowledge of the relevant areas of the Highways Act 1980.
  • Excellent verbal and written communication skills plus good IT skills, and ability to learn service specific systems and software.
  • A strong customer focus where the customer experience is central to the delivery of the service.
  • Strong analytical, planning and organisational skills and evidence that you are able to adopt a flexible approach to workload priorities.
