Full Job Description

The Signalling Engineering & Innovation team provide expertise in signal engineering, development of signalling standards, product and technology innovation support, and assurance of signal works testing activities across Network Rail infrastructure to improve safety, performance, increase reliability and deliver efficiencies within Network Rail and across the rail industry. The Signal Works Testing Assurance team lead the review and acceptance of all test planning documentation and approve the appointment of the Tester in Charge for nominated projects. They provide specialist technical support including the development of test specifications for new and novel products and input into working groups for key industry standards including the Signal Works Testing Handbook. They lead and support signalling pre-commissioning readiness reviews to manage and reduce the risks associated with signalling pre-commissioning testing activities on Projects and verify readiness for commissioning by ensuring that an appropriate level of assurance is undertaken at key points in advance of commissioning. Main Responsibilities On behalf of our Regional and National Clients, lead the monitoring of projects in the delegated portfolio, in compliance with test and commissioning standards and procedures. Monitor that the projects are effectively and efficiently delivering the client/customer expectations for signalling testing and commissioning activities for allocated schemes. Monitor the compliance of testing and commissioning activities with the relevant legislation, railway group and company standards and verify whether signalling systems can be safely accepted into use.

  • Lead the provision of technical guidance to Clients of the staging, possession and temporary works arrangements required for the testing and commissioning activities of allocated projects. Evaluate the multi-discipline programme for adverse effect on the testing and commissioning Programme.
  • Lead the review and acceptance of test planning documentation including testing and commissioning plans and testing strategies.
  • Approve the appointment of the tester in charge and carry out verification reviews of competence of signalling testing and commissioning engineers working on projects.
  • Lead and support pre-commissioning readiness reviews to manage and reduce the risks associated with signalling pre-commissioning testing activities on Projects and verify readiness for commissioning by ensuring that an appropriate level of assurance is undertaken at key points in advance of commissioning.
  • Lead, plan and undertake inspections of signalling testing and commissioning activities carried out by contractors.
  • Accept signalling systems into use, or delegate acceptance to an appropriate testing and commissioning engineer.
  • Review, and where appropriate approve, deferral of test logs. Progress to closure of deferred test logs and commissioning documentation.
  • Provide independent testing and commissioning guidance and support to investigations and inquiries. Participate in investigations of incidents relating to testing and commissioning where required.
  • Evaluate issues arising from testing activities and techniques to expose best practice, leading to a reduction in on site testing.

    The Ideal Candidate should have all the essential criteria below
  • Incorporated Engineer (IEng) or hold IRSE Licence Category 7.8.110C Engineering Manager (Testing) or capable of achieving within 2 years.
  • Extensive knowledge of signalling equipment, systems and processes.
  • A sound knowledge of signalling design and testing & commissioning procedures and standards.
  • Knowledge of Health and Safety legislation.
  • Excellent written and oral skills.
  • Desirable but not essential
  • Chartered Engineer (CEng)
  • Corporate Member of the Institute of Railway Engineers (IRSE)
  • Formal qualification in testing management or principles testing.
  • Previous experience in a related role.
  • Knowledge of, and previous experience of testing of, the European Train Control System (ETCS)
