Full Job Description

The National Archives (TNA) has one of the largest collections of historical, government and public records that we collect, secure, preserve and make accessible for everyone now, and for generations to come.
We are seeking to recruit an experienced manager to help us to transform our access service, specifically to large collections in high public demand. This role will start by working with the existing project team to understand how best to facilitate this transformation to bring much needed changes in the service and implement these into established business-as-usual activities.
The role will be responsible for scoping, designing, and managing the delivery of products to implement an improved targeted access service. It will need to ensure effective management of key stakeholder expectations (both internal and external) and the associated regulations that govern access to public records.
This is a major programme of work, involving significant investment and requiring specific focus and drive, to achieve the required transformation. You will be working with creative, motivated multi-disciplinary expert teams who embrace challenge and look for opportunities to do things differently.
This role will involve analysis of substantial amounts of technical information and data, including statistics and modelling as part of determining approach and evidencing the required change.
The aim/purpose of this role is to ensure the smooth transition from existing to revised service, identifying, and managing risks, resourcing requirements, and leading on the key decisions to achieve this transformation.
The service transformation manager will be responsible for scoping, designing, and implementing transformation to our access service. The post holder will need to identify resource implications, bidding for additional resources when appropriate, and ensuring that resources are optimised to deliver the service in the most productive and effective way. This will require effective communication and reporting on progress, issues, opportunities, and risks to the project’s stakeholders including the Executive Team, Audit and Risk Committee, Internal Audit (where appropriate) and the Board, as well as the wider organisation.

Managing a transformation that involves multiple teams and stakeholders, the role requires you to have experience of change management and stakeholder management and consequently it is essential that you have, strong stakeholder engagement, negotiation skills and advanced decision-making skills.
We are looking for an individual who is an experienced manager, capable of inspiring teams, providing an environment that motivates and leads individuals to help an organisation to achieve project objectives.
A key element of this work involves data, using and capturing key information that helps identify, issues, risks, and solutions. Data analysis skills are therefore crucial to this role and delivering the required transformation.
Therefore, the role also requires good judgement, risk management, interpersonal and communication skills. This role sits within information rights because a priority for this service is to ensure FOI compliance: it would be useful if you hold knowledge of FOI/information rights, but it is not essential.
This is a full time post. However, requests for part-time working, flexible working and job share will be considered, taking into account at all times the operational needs of the Department. A combination of onsite and home working is available and applicants should be able to regularly travel to our Kew site for a minimum of 60% of their work time.
SC-level Security Clearance or willingness to obtain SC clearance is mandatory for this role and requires that you have lived in the UK for the last 3 years. The length of required residency may depend on individual circumstances., + Changing and improving - Experience of setting up and optimising a transformational service within a complex organisation, using a flexible and collaborative approach to delivery. + Seeing the big picture - Proactive, with strong organisational skills with practical experience in actively managing technical project governance, risks, issues, plans, dependencies, and assumptions. Able to understand project objectives, the wider strategic organisational context, and how to manage the relationship between the two.
